Regional Facilities Manager
The Capital Projects team within iQSA is responsible for delivering accretive capital works throughout the estate, including 3,000 room refurbishments every summer and delivery of substantial new build properties.
The Regional Facilites Manager (RFM) will work closely with the Maintenance Technicians based on site, the Regional and General Managers (Operations) and the Regional Health and Safety Manager. The RFM will have extensive knowledge of compliance, PPM’s and routine maintenance across a large estate. They will also work directly with the Estates team including the Head of Programme Management, Cost & Helpdesk Manager and with allied work streams; Capital Projects, Facilities and Estates Management and the Building Improvement Programme across the whole of iQs portfolio.
The RFM will be expected to work across multiple projects and disciplines from diagnoses and rectification of external building envelope and adjacent areas defects. There is a mixture of reactive and planned work streams which requires careful coordination with multiple stakeholders. This role will be based in Outer London and the South Coast.
Key Responsibilities:
Compliance, H&S
-
Ensure full compliance with statutory and regulatory requirements (FLS, HVAC, Electrical, L8 regulations).
- Take the Lead with all Insurance related actions created off reports, identified in Planon.
- Ensure remedial actions following incidents are managed investigated appropriately.
- Support with External Audits.
- Escalate risks and issues appropriately with clear mitigation plans.
FM Service delivery

Responsible for hard FM services such as M&E, Building Fabric, HVAC, lifts.
- Oversee soft FM services including Grounds Maintenance GYM, Pest (where applicable).
- Ensure service delivery meets agreed SLAs and KPIs set out in service contracts.
- Drive continuous improvement in service quality and operational efficiency.
- Ability to manage multiple sites and priorities works across a region.
- Support Sustainability team investigate sites with over consumption.
- Attend weekly Planon Calls offer technical support to operations, take ownership and management of all Estates Actions at regional level.
- Produce regular reports on compliance, performance, risks, and costs as required.
- Maintain accurate records and audit trails following site visits with clear owners and timeframes.
Finance

Manage CAPEX spend ownership Of Closing out Open Po’s within your region.
- Control costs and identify savings opportunities working with Third parties and Helpdesk.
- Approve invoices, manage variations, and ensure value for money.
Contractor Management

Performance‑manage contractors including measurement against SLA/KPI.
- Ensure contractors comply with safety quality performance.
- Lead on tendering, mobilisation, and contract reviews at a regional level.
- Resolve escalated service issues and share updated actions with relevant stake holders.
- Attend Weekly Calls with Help Desk Coordinator, support with escalation of unresolved Reactive and Planned works/Documentation.
- Review Compliance with NMM ensuring all PPM compliance/Overdue task have been completed within the time Frame provided.
Estates Property Help Desk Escalation

Be an escalation for the Help Desk Manager to support with unresolved Reactive Planned works within the region.
- Work with IQ Helpdesk ensuring Planned works are completed on time to meet statutory regulations.
- Attend weekly meetings with HDC- review Planon Dashboard.
Asset & Life Cycle Management.

Maintain asset registers, compliance records, in Planon- send updated records to CAFM admin to update Planon.
- Monitor asset condition and prioritise remedial works.
- Identify Assets that are coming end of life and share condition information with PMO.
Stakeholder Management

Act as the primary facilities point of contact for regional stakeholders.
- Build strong relationships with Regional Stake holders, Operations Managers, and senior leaders.
- Manage expectations and communicate clearly on works, and risk.
- Handle escalated complaints and ensure timely resolution.
- Promote a strong safety culture and high standards of professionalism.
- Support business cases for capital investment and major repairs.
Skills and Experience:

Project management experience in the context of a Reactive and Planned Maintenance regime or major refurbishment developments throughout the project life cycle.
- Management of PPM cycles, routine maintenance and estate management is key
- Experience in relevant regulations and compliance issues impacting a residential estate
- Ability to clearly communicate, deal with change and cope with the rigors of a fast-paced multi-site programme.
- Experienced & confident with Consultants and Contractors, monitoring progress, quality and safety aspects of the project and dealing robustly with any deviations.
- Ability to utilise project management tools; MS Project or similar, develop risk schedules and competent in the use of MS products.
- Financially astute with commercial knowledge of residential developments; able to carry out value engineering and interrogate cost plans and estimates.
- Experience of implementing innovative and best practice techniques and standards particularly associated with the development and implement PPM programmes.
- Excellent interpersonal, verbal and numerical skills and comfortable with report writing and able to communicate to Senior Managers.
- Flexible approach and the ability to work under pressure.
