About the role
To provide a high-quality and tenant focused income management service, with responsibility for managing rent accounts, preventing & reducing rent arrears, and sustaining tenancies across a designated patch of secure Housing Revenue Account (HRA) properties.
You will manage a large and varied caseload, working proactively with tenants to maximise income collection & address rent arrears issues. The role requires a balanced approach, combining early intervention, tenancy support and signposting, enforcement action where necessary to achieve positive outcomes for tenants and the organisation.
You will build strong relationships with residents and work collaboratively with internal departments and external agencies to resolve rent related matters, support vulnerable tenants, to maintain stable and sustainable tenancies.
The role involves regular home visits, lone working, and managing sensitive or challenging situations. You will be responsible for maintaining accurate records, managing your workload effectively, and delivering a professional, responsive service that contributes to the effective management of the Council's HRA housing stock.
About you
To be successful, you’ll have:
- NVQ 3 or equivalent relevant qualification/experience in housing management, business administration, finance, or a customer service-related field.
- Proven ability to effectively manage and prioritise workload, demonstrating flexibility and ability to work unsupervised and on own initiative.
- Previous experience of working in a busy rent or housing office environment, dealing with a high volume of sensitive customer enquiries.
- Confidence dealing with sensitive and challenging customer situations, including face‑to‑face visits
- Ability to work effectively across multiple teams and agencies
- Good IT skills, including Microsoft Office
- A full UK driving licence and access to a vehicle (essential)
- Desirable: Good understanding of the basic principles of Universal credit & Housing Benefit, including entitlement, assessment periods, payment schedules, and changes in circumstances, in order to effectively explain the process to tenants. Knowledge of Discretionary Housing Payments (DHPs), including eligibility criteria and how and when to apply, is also essential to support tenants at financial risk.

Working Hours: 37 hours per week
Contract Type: Permanent
Base: Hybrid working - working from office, home, site and in the community as needed. Your base will be our main office in Chy Trevail, Bodmin, PL31 2FR. This role requires you to typically work from the office at least 1-2 day/s per week. This role covers the whole of Cornwall and involves visiting residents for approximately 30% of the working week.
