Durham Constabulary is seeking an exceptional Head of Finance to join our Force Finance team. This is a high-impact leadership role where you will shape financial strategy, drive performance, and support the delivery of policing priorities across the organisation
The Role
To prepare the statutory accounts and medium-term financial plan, develop and maintain the Force’s Financial Management and Accounting Systems and to provide specialist accounting advice.
You’ll play a vital role in supporting the Constabulary’s strategic objectives while enhancing its profile both regionally and nationally.
What We’re Looking For
We are looking for a forward-thinking and experienced finance leader with:
- To deputise for the Assistant Chief Finance Officer as necessary.
- To prepare the capital and revenue budgets.
- Support and develop critical links with the Commanders, Collaborative Partners, and People Services to inform the budget planning, monitoring & reporting processes and service delivery.
- To be responsible for the year-end closure of the Chief Constable and Police and Crime Commissioner accounts and produce the Statutory Accounts for the Chief Constable.
- To maintain and develop the force financial management information system(s) which will enable the Chief Constable to fulfil their obligations for the day-to-day financial management of the budget and meet the demands of the Force including the delivery of training to system users.
- To provide assistance in developing a scheme of local financial management with particular responsibility for implementation, training and support in financial administration, business planning and accounting practices
- To monitor and control capital expenditure in conjunction with the project manager(s).
- To be responsible for meeting financial information requirements.
- In liaison with external auditors, to undertake a cost benefit analysis on a variety of activities and services in order to demonstrate value for money.
- To review and maintain the Constabulary’s financial instructions and procedures, taking account of any changes in legislation.
- To allocate work, supervise and develop staff in the Accountancy Services Section and to oversee the Accounts Payable, Payroll & Pensions, and Printing & Design Sections.
A full UK driving licence is required. This role is politically restricted
