Greater Manchester is entering a new era of devolution, investment and growth.
As we continue to develop and deliver our ambitious Integrated Pipeline of housing, regeneration and economic development projects, we are looking for an experienced and collaborative infrastructure development/delivery professional to join our Delivery Team as Associate Strategic Growth Manager (Infrastructure). The role will be focused on working with Local Authority partners, TfGM, Network Rail and other key stakeholders to bring forward the infrastructure that will facilitate the progression of the projects referenced above.
This is an exciting opportunity to play a leading role in developing and delivering the key infrastructure that will unlock growth across the city-region. Working at the heart of GMCA's Place Directorate, you will support the pipeline development and progression of major infrastructure and transport schemes that enable housing delivery, support economic growth, improve connectivity and contribute to Greater Manchester's decarbonisation ambitions, and as a key part of the Greater Manchester Strategy
Working in support of the Good Growth Fund, Greater Manchester's flagship investment programme, you will help ensure that strategic infrastructure and transport projects have access to the funding, technical resource and partnerships needed to move from concept to delivery, whilst ensuring a focus on strategic outcomes.
About the Role
As an Associate Strategic Growth Manager (Infrastructure), you will work directly with the Assistant Director of Place (Integrated Pipeline) and act as a key relationship manager working closely with Transport for Greater Manchester (TfGM), Greater Manchester's ten local authorities, government departments and delivery partners to bring forward investment-ready projects and align transport infrastructure with wider housing, regeneration and economic growth priorities.
You will act as a trusted partner to TfGM and local authority teams, helping to identify opportunities, overcome delivery challenges and coordinate support across GMCA and its partners. The role offers a unique opportunity to influence major investment decisions and help deliver the infrastructure required to unlock transformational growth across Greater Manchester.
Key Responsibilities

Support the pipeline development and progression of strategic infrastructure and transport projects across Greater Manchester as part of the GM Integrated Pipeline.
- Build strong working relationships with Transport for Greater Manchester (TfGM), local authorities, government agencies and infrastructure partners.
- Support the delivery of infrastructure and transport that unlocks housing, regeneration and employment opportunities across the city-region.
- Help projects access funding, resources and support, including opportunities through the Good Growth Fund and wider investment programmes.
- Prepare high quality reports, briefings and recommendations for senior leaders and governance boards.
About You
We are looking for a strategic and relationship-focused individual who can bring partners together to support the delivery of complex infrastructure projects.
You will bring:

Experience in the development and delivery of infrastructure, transport or major growth-related projects.
- A strong track record of working collaboratively across organisations and building effective partnerships.
- Experience of working on complex projects, programmes or investment activity within a public, private or partnership environment.
- Strong project management and stakeholder engagement skills.
- Commercial awareness and an understanding of development finance, infrastructure funding and investment mechanisms.
- Excellent communication, analytical and problem-solving skills.
