Bambers is a well-established, family-run contractor delivering refurbishment, adaptations, repair and maintenance, large works and retrofit projects for local authorities, housing associations and other public-sector organisations across the North West.
About the Role
We are looking to appoint a Business Development Manager to support the strategic growth of our public-sector and professionally led construction services. The role will focus on active business development: identifying future opportunities, building the right professional relationships and ensuring Bambers is well positioned before formal procurement begins.
This is not a traditional high-volume or commission-led sales role. The focus is on early engagement, pipeline development, framework positioning and long-term relationship management across local authorities, housing associations and the architects, surveyors, managing agents and consultants who specify, oversee and influence public-sector work.
The role will also help coordinate marketing and communications activity where this supports business-development priorities. Applications are welcomed from candidates seeking either full-time or part-time hours, with arrangements agreed based on experience and business need.
Key Responsibilities
Business development and relationships
- Identify, assess and track suitable public-sector and consultant-led opportunities, including frameworks, dynamic markets or DPS arrangements, term contracts and grant-funded programmes.
- Maintain a clear 12-24 month forward pipeline, prioritised by strategic fit, likely value, timing, delivery capacity and probability of success, with simple engagement plans for priority clients and sectors.
- Build and maintain productive relationships with local authorities, housing associations, architects, employers' agents, managing agents, surveyors, consultants, funding bodies and delivery partners.
- Represent Bambers at market-engagement events, supplier days, professional forums, industry meetings and relevant networking opportunities.
- Seek early intelligence on clients' programmes, priorities and procurement routes, and translate this into practical actions for the business.
- Identify appropriate opportunities to introduce Bambers' wider capabilities to existing and prospective clients without relying on high-volume cold selling.
Frameworks, bids and positioning
- Lead or support framework, dynamic market or DPS, selection questionnaire and pre-qualification submissions, renewals and variations, drawing on technical input from colleagues where required.
- Support bid/no-bid decisions and provide client insight, opportunity shaping, win themes and strategic input to tender submissions.
- Maintain an organised bank of relevant evidence, including project examples, outcomes, testimonials, social value activity, accreditations and company information.
- Identify and help coordinate accreditations, memberships and professional registrations that support procurement eligibility, client confidence and future business-development activity.
Marketing support
- Help coordinate marketing and communications activity where it supports business-development priorities and upcoming opportunities.
- Work with relevant colleagues and external support as required to ensure company information, materials and key messages remain current, consistent and appropriate for target audiences.
Planning, reporting and collaboration
- Maintain accurate opportunity, contact and activity records using the company's agreed tracking system.
- Provide concise, regular updates on pipeline movement, upcoming decisions, relationship activity, submissions and marketing outputs.
- Agree priorities with the directors and work closely with estimating, commercial, project-management and administrative teams.
About You
We are open to candidates at different stages of their business-development career. You may already be an established Business Development Manager, or you may bring strong transferable experience from account management, client engagement, bids, frameworks, pre-construction, communications or another relevant commercial role within construction, housing, property, professional services or the public sector.
What matters most is that you can build credible professional relationships, understand the commercial purpose of the role and take a structured, proactive approach to developing future work. The level of responsibility, support and salary offered will reflect the successful candidate's experience.
Essential experience and skills
- Relevant experience in construction, housing, property, professional services or a related public-sector environment.
- Experience in at least one relevant area such as business development, account management, client engagement, bids, frameworks, pre-construction or commercial communications.
- Strong relationship-building and verbal communication skills, with the confidence to engage professionally with clients, consultants and colleagues.
- Strong written communication skills and the ability to turn project or technical information into clear, credible content.
- Commercial awareness and the ability to assess opportunities against strategic fit, likely value, delivery capacity and risk.
- A structured and organised approach to pipeline management, follow-up and reporting.
- Self-motivation, sound judgement and the ability to work closely with colleagues at all levels of the business.
Desirable experience
- Direct business-development experience within construction, social housing or public-sector services.
- A practical understanding of public-sector procurement, framework delivery and the longer lead times associated with relationship-led work.
- Existing relationships with local authorities, housing associations, architects, employers' agents, managing agents, surveyors or consultants in the North West.
- Experience preparing or coordinating framework, dynamic market, DPS, bid or accreditation submissions.
- Exposure to grant-funded, regulated or compliance-led delivery environments, including retrofit.
- Experience supporting business-to-business marketing or communications activity.
