About the Role
We are looking for an ambitious and innovative Senior Commissioning Manager to lead a strategic portfolio within Gloucestershire's Children & Families Commissioning Hub, with a particular focus on the development and implementation of a new commissioning framework to support Children's Services. This is an exciting opportunity to shape how services are commissioned, procured and managed across Gloucestershire, ensuring children, young people and families have access to high-quality, effective support that delivers positive outcomes.
Working closely with senior leaders, operational colleagues, providers and key partners, you will lead the development of commissioning frameworks that support a sustainable, high-performing marketplace and enable Children's Services to respond flexibly to changing needs and priorities. This role offers the opportunity to influence strategic decision-making, drive innovation and support service transformation across a broad range of children's services portfolios. The portfolio will evolve over time in response to service priorities, providing opportunities to work across a range of commissioning programmes.
About You
You will be an experienced commissioning professional with a strong track record of leading complex programmes, service transformation and strategic change. You will be confident developing commissioning strategies, business cases and procurement activity that deliver high-quality services and value for money. Working collaboratively across organisations, you will build strong relationships with partners, providers and stakeholders, using data, insight and market intelligence to inform decision-making. You will have excellent leadership, communication and influencing skills, alongside experience of managing risk, governance and financial oversight. Most importantly, you will be passionate about improving outcomes for children, young people and families.
About Us
At Gloucestershire County Council, we are committed to creating a positive, inclusive and supportive workplace where colleagues can thrive and achieve their full potential. As a Senior Commissioning Manager, you will join a forward-thinking organisation that values innovation, collaboration and professional development, while making a real difference to the lives of children, young people and families across Gloucestershire.
In return for your dedication, we offer flexible and agile working opportunities, generous annual leave starting at 24.5 days and rising to 29.5 days after five years' service, plus the option to purchase additional leave. You will benefit from access to the Local Government Pension Scheme, comprehensive wellbeing support through our Employee Assistance Programme and Occupational Health Service, and a range of employee discounts. We also offer excellent learning and development opportunities, family-friendly policies, Cycle to Work and Green Car schemes, and active employee networks that help create an inclusive and welcoming working environment for everyone.
