As part of the next phase of organisational development, we have created two new Service Director roles within our Regeneration and Environment Directorate. Reporting to the Executive Director of Regeneration and Environment, these senior leadership positions will shape the future of key frontline services, drive continuous improvement and ensure residents, businesses and communities benefit from safe, attractive and sustainable environments.
Both roles provide the opportunity to lead complex service portfolios, contribute to the Directorate Leadership Team and wider corporate leadership community, and work closely with Elected Members, partners and communities to deliver the Council's priorities.
Leadership Expectations

You will be capable of leading large and diverse teams, managing significant budgets and resources, and delivering excellent outcomes in highly accountable environments. Your approach will be collaborative and enabling, building productive relationships, inspiring high performance and supporting transformation across the organisation.
Service Director - Regulatory Services, Community Safety and Protection
This is a significant leadership opportunity to shape services that protect people, communities and places across Rotherham. You will provide strategic and operational leadership across a broad portfolio of regulatory, enforcement and community safety functions, ensuring services are effective, proportionate and responsive to local needs.
Working closely with the police, emergency services, health partners, businesses and community organisations, you will lead the Council's contribution to creating safer neighbourhoods and protecting residents from harm. You will oversee public protection and regulatory services, ensuring compliance, managing risk and strengthening community confidence.
What We Are Looking For
You will bring substantial senior leadership experience within regulatory, enforcement, public protection, community safety or a related environment, together with a strong understanding of legislative and regulatory frameworks. You will be able to:

Service Director - Street Scene, Fleet and Highways
This is an exciting opportunity to lead some of the Council's most visible frontline services. You will provide strategic and operational leadership across Street Scene, including waste and recycling services, Fleet and Highways services, ensuring residents, businesses and visitors experience safe, well-maintained and attractive public spaces.
You will oversee services that have a direct impact on quality of life and the condition of the borough's infrastructure. Working with internal teams, contractors, elected members, regional partners and communities, you will drive service excellence, innovation and modernisation across a diverse operational portfolio. A key aspect of the role will be leading the development and delivery of high-performing waste, recycling and environmental services, ensuring compliance, efficiency and excellent outcomes for residents. You will also help shape future service delivery in response to increasing expectations around sustainability, environmental quality, asset management and highway infrastructure.
What We Are Looking For
You will bring significant senior leadership experience within highways, fleet, environmental, infrastructure, operational or place-based services, supported by a strong track record of delivering complex frontline services and managing substantial budgets. You will be able to:
