Premier Power Services (PPS) is a rapidly growing electrical infrastructure business delivering HV and LV projects, maintenance and technical services across the UK.
Due to continued growth, we are looking for an experienced and proactive Health & Safety Manager to lead the development and delivery of health and safety across the business. The role will combine strategic ownership with a visible, hands-on presence across PPS projects and operational activities.
Working closely with the Directors, management team, Project Managers, Site Managers, engineers, operatives and subcontractors, the Health & Safety Manager will ensure PPS meets its legal, client and company obligations while embedding a positive, practical and continually improving safety culture.
Role Purpose
The Health & Safety Manager will have overall day-to-day responsibility for the management, implementation and continual improvement of PPS's health and safety arrangements. The postholder will act as the company's competent health and safety lead, providing clear direction, assurance and challenge to senior management and operational teams.
The role has authority to intervene and stop work where there is an immediate or serious risk to health or safety, and to require appropriate corrective action before work recommences.
Key Responsibilities
The Health & Safety Manager will be responsible for:
Developing and delivering PPS's health and safety strategy, objectives and annual improvement plan in alignment with the company's operational and growth plans.
Acting as the company's competent source of health and safety advice and providing practical guidance to the Directors, managers, project teams and site personnel.
Leading the implementation, maintenance and continual improvement of PPS's ISO 45001 Health & Safety Management System and supporting the wider integrated management system covering ISO 9001 and ISO 14001.
Maintaining and reviewing health and safety policies, procedures, standards, registers and arrangements to ensure they remain legally compliant, proportionate and effective.
Monitoring changes to legislation, regulatory guidance, industry standards and client requirements, assessing their impact and ensuring appropriate action is taken.
Ensuring PPS fulfils its duties under the Construction (Design and Management) Regulations 2015, including its responsibilities as a contractor and, where appointed, Principal Contractor.
Advising project teams during tender, planning, mobilisation, delivery and close-out so that health and safety risks are identified, controlled and appropriately resourced throughout the project lifecycle.
Establishing and delivering a risk-based programme of site inspections, audits, safety tours and assurance activities across PPS projects and operational locations.
Monitoring compliance with legislation, company procedures, electrical safety rules, client requirements and project-specific controls, and ensuring actions are assigned, tracked and closed out within agreed timescales.
Reviewing and approving, where appropriate, RAMS, COSHH assessments, POWRAs, construction phase plans and other health and safety documentation, while ensuring operational ownership remains with the relevant project team.
Setting minimum health and safety standards for subcontractors and supporting procurement and project teams with pre-qualification, appointment, mobilisation and ongoing performance monitoring.
Leading investigations into accidents, incidents, near misses, occupational ill health and unsafe occurrences, identifying root causes and ensuring corrective and preventative actions are effective.
Determining and completing RIDDOR notifications where required, liaising with enforcing authorities when appropriate, and ensuring incident records and evidence are properly maintained.
Producing meaningful health and safety KPIs, trend analysis and management reports for the Directors and management team, highlighting significant risks, emerging themes and priorities for action.
Supporting and, where appropriate, leading internal audits, external certification audits, client audits and SSIP/accreditation assessments, including the timely closure of findings.
Developing the company's health and safety communication programme, including toolbox talks, safety alerts, campaigns, briefings and lessons learned.
Overseeing arrangements for site inductions, PPE, occupational health, health surveillance, first aid and emergency preparedness, ensuring responsibilities and records are clear.
Working with managers to identify role-specific training and competency requirements and maintaining effective oversight of qualifications, authorisations and certification.
Coaching managers and supervisors to strengthen ownership and consistency of health and safety standards across their teams and projects.
Promoting employee consultation and participation in health and safety matters and encouraging the proactive reporting of hazards, near misses and improvement opportunities.
Managing the health and safety budget and external specialist support, where applicable, to ensure resources are appropriately targeted.
Leading, supporting and developing any Health & Safety Advisors or other safety personnel appointed as the business grows.
Representing PPS at client meetings, project reviews and industry forums on health and safety matters where required.
Undertaking any other reasonable duties consistent with the seniority and purpose of the role.
Essential Experience & Qualifications
The successful candidate should have:
- NEBOSH Construction Certificate or NEBOSH National General Certificate, or an equivalent recognised health and safety qualification.
- Substantial health and safety experience within construction, utilities, electrical infrastructure, power, engineering or a similarly high-risk operational environment.
- Previous experience operating at Health & Safety Manager level, or as a senior advisor with clear responsibility for leading systems, assurance and improvement across multiple projects.
- Strong working knowledge of UK health and safety legislation, the CDM Regulations 2015 and practical risk management within construction activities.
- Experience developing, implementing and improving a health and safety management system, including policies, procedures, objectives, audit programmes and management reporting.
- Proven experience of carrying out site inspections and audits, reviewing construction safety documentation and securing the close-out of corrective actions.
- Strong incident investigation experience, including root-cause analysis, RIDDOR decision-making and the communication of lessons learned.
- The confidence and professional judgement to challenge unsafe practices, influence at all levels and stop work where necessary.
- Strong leadership, communication, coaching and relationship-building skills.
- Excellent organisational, analytical, report-writing and record-keeping skills.
- Good IT skills, including Microsoft Office/365 and the ability to maintain effective digital H&S reporting and record systems.
- A full UK driving licence and willingness to travel regularly to PPS sites throughout the UK.
Desirable
It would be advantageous to have:
- Experience within the HV/LV electrical, utilities or power distribution sector.
- Experience of substations, cable installation, jointing, electrical infrastructure and associated civils projects.
- CertIOSH membership, or demonstrable progress towards Chartered membership; CMIOSH would be particularly advantageous.
- NEBOSH Diploma, NVQ Level 6 in Occupational Health and Safety, or an equivalent Level 6 qualification.
- ISO 45001 internal auditor or lead auditor qualification and experience of integrated ISO 9001, ISO 14001 and ISO 45001 systems.
- Experience with SSIP/accreditation schemes, pre-qualification systems and client health and safety audits.
- Knowledge of electrical safety rules, permit systems and safe systems of work within HV/LV environments.
- A relevant construction management qualification such as SMSTS.
- Experience managing or developing health and safety professionals.

You will be proactive, organised and improvement-focused, with the judgement to prioritise the risks and actions that matter most.
