Full job description

This post is essential to the effective delivery and transformation of the NHS Derby and Derbyshire, NHS Lincolnshire and NHS Nottingham and Nottinghamshire Cluster ICBs All Age Continuing Care/CHC/S117/ Services moving forward. The post is open to those with either a current Clinical or Professional Qualification and will work as the formal Deputy to the Director of Quality, Safeguarding, CHC and Partnerships in respect of these Services. You will have significant experience of these specialist areas of work and experience of significant service transformation along with a collaborative and compassionate style of leadership and management.

The specific responsibilities of this post are to:
Lead CHC operational strategy and transformation programmes for the 128 months following appointment developing forward plans for following years
Manage a significant budget ensuring financial probity and delivery of agreed savings across the Cluster ICBs
Deliver a new model of operational delivery across the cluster that maximises integration and improvement.
Oversee all aspects of delivery including appeals, complaints, FOIs and SARs
Lead S117 oversight and joint funding processes
Provide strategic leadership for market management and brokerage
Ensure compliance with national frameworks and statutory guidance
Lead CHC teams across the three ICB footprints
Manage change programmes driving efficiency, consistency and high-quality outcomes
Implement redesigned models of CHC and individual care packages
Oversee CHC risk, performance, and reporting

NHS Derby and Derbyshire Integrated Care Board (ICB) is the organisation responsible for:

planning to meet local health needs

managing the NHS budget and allocating resources

ensuring services are in place to deliver against ambitions

overseeing delivery of improved outcomes for their population.

NHS Derby and Derbyshire is part of the Joined Up Care Derbyshire integrated health and care system, working with partners in our local authorities, the voluntary sector and others, and helping the NHS to support broader social and economic development.

The Deputy Director CHC/AACC/S117 Delivery and Transformation is a senior strategic leadership role responsible for the delivery, transformation and oversight of Continuing Healthcare, Children’s Continuing Care, Section 117 aftercare, joint funding, personal health budgets and individual packages of care across the ICB cluster. The postholder will lead large-scale service improvement and transformation programmes, ensuring services are efficient, consistent, financially sustainable and compliant with national frameworks and statutory guidance.
The role provides expert strategic advice on CHC-related operational, business and financial matters, with responsibility for managing significant budgets, delivering agreed savings and ensuring value for money. The postholder will oversee performance, quality assurance, risk management, appeals, complaints, FOIs and SARs, while developing new models of CHC delivery and care package management.
