Full job description

JOB PURPOSE:

The Registered Manager will be responsible for the overall leadership, operational and financial management of the service, ensuring the delivery of safe, high-quality, person-centred care. The role ensures compliance with CQC regulations and relevant legislation while leading staff, maintaining service quality, and supporting the continued growth and success of the organisation.

KEY DUTIES AND RESPONSIBILITIES:

Leadership and Service Management: Provide effective leadership to ensure the delivery of safe, high-quality, person-centred care while promoting the organisation's values, culture and strategic objectives. Lead continuous service improvement and maintain effective communication across the organisation.

Regulatory Compliance: Ensure full compliance with CQC regulations, legislation and organisational policies, maintaining the service's registration and regulatory standards. Prepare for inspections, submit statutory notifications and implement improvements arising from audits and inspections.

Client Assessments and Care Planning: Undertake client assessments, risk assessments and develop person-centred care plans that reflect individual needs and preferences. Regularly review care documentation to ensure care remains safe, effective and up to date.

Client Onboarding: Manage the admission of new clients by completing all required assessments, agreements and consent documentation before care begins. Ensure clients and families receive a smooth, well-coordinated introduction to the service.

Care Coordination and Workforce Planning: Coordinate care delivery by producing efficient staff rotas, allocating care visits and ensuring continuity of care. Monitor service delivery through electronic care systems and respond promptly to changes in client needs.

Staff Recruitment and Workforce Development: Lead the recruitment, induction, supervision and ongoing development of staff to maintain a competent and motivated workforce. Ensure all employment checks, mandatory training and performance management processes are completed.

Quality Assurance: Maintain a robust quality assurance system through regular audits, spot checks and competency assessments to ensure high standards of care. Analyse performance, gather feedback and implement continuous service improvements.

Safeguarding: Act as the Safeguarding Lead by ensuring safeguarding concerns are managed appropriately and reported in line with statutory requirements. Promote a strong safeguarding culture and implement lessons learned to improve practice.

Medication Management: Ensure medicines are managed safely by auditing medication records, investigating errors and assessing staff competency. Promote compliance with medication policies and best practice.

Health, Safety and Infection Prevention: Ensure compliance with health and safety legislation by promoting safe working practices, completing risk assessments and investigating incidents. Oversee infection prevention and control measures to protect clients and staff.

Procurement and Resource Management: Manage the procurement of PPE, uniforms, office supplies and care equipment to support effective service delivery. Monitor stock levels and ensure resources are available while achieving value for money.

Financial Management: Oversee the organisation's day-to-day financial administration, monitor budgets and prepare monthly financial reports for management review. Work closely with accountants to maintain accurate financial records and support effective financial planning.

HMRC, Tax and Statutory Reporting: Coordinate statutory financial reporting by liaising with accountants and ensuring accurate information is provided for HMRC and Companies House submissions. Support payroll, taxation and pension compliance while ensuring all reporting deadlines are met.

Payroll Administration: Manage the monthly payroll process by verifying staff hours, travel and other payments before submission. Maintain accurate payroll records and ensure payroll information remains confidential and compliant.

Client Invoicing and Income Management: Prepare accurate invoices for private clients and commissioning authorities and monitor outstanding payments. Reconcile care delivery with invoicing records and support effective income collection.

Partnership Working: Develop and maintain positive working relationships with clients, families, healthcare professionals, commissioners, regulators and other key stakeholders to promote integrated, high-quality care.

Business Development: Support the growth of the organisation by promoting its services, developing relationships with commissioners and contributing to tender opportunities. Identify opportunities to expand services while maintaining excellent standards of care.

Administration and Record Keeping: Ensure all client, staff, financial and regulatory records are accurately maintained, securely stored and regularly reviewed. Maintain complete and compliant documentation to support effective governance and regulatory compliance.

PERSON SPECIFICATION:

Essential Requirements

Level 5 Diploma in Leadership for Health and Social Care (Adults), or willingness to work towards it.
Minimum of 2 years' management experience within a CQC-regulated care service.
Sound knowledge of CQC Fundamental Standards, relevant health and social care legislation, safeguarding, medication management, health & safety, infection prevention and GDPR.
Experience in staff recruitment, supervision, performance management, client assessments, care planning, risk assessments and CQC inspections.
Experience managing budgets, payroll, invoicing and financial administration.
Competent in using electronic care management systems and Microsoft Office.
