Your Role
This is an exciting opportunity to take on a key leadership role within our Revenues & Benefits Service.
As Revenues & Benefits Systems & Compliance Lead Officer, you will be the Council's lead specialist for Revenues & Benefits systems, ensuring the technology, processes and controls that support vital statutory services remain compliant, resilient and fit for the future.
You will lead the development, configuration and optimisation of our Revenues & Benefits systems, supporting the delivery of Council Tax, Business Rates, Housing Benefits and Council Tax Support services. Working closely with colleagues, software suppliers and ICT teams, you will drive continuous improvement, lead system developments and play a key role in shaping how services are delivered in the future.
This role offers the opportunity to:

Lead on legislative and system changes from concept through to implementation.

Drive digital transformation and process improvement initiatives.

Act as the Council's technical expert and key point of contact for Revenues & Benefits systems.

Lead and develop a small technical team.

Build strong relationships with colleagues, suppliers and external partners.

Deliver projects that make a real difference for residents, businesses and staff.
You will also oversee critical activities including annual billing, system upgrades, performance reporting, compliance monitoring and business continuity planning, ensuring statutory services continue to operate effectively and efficiently.
About You
We're looking for a motivated and forward-thinking professional who combines technical expertise with strong leadership skills and a passion for service improvement.
You may already be working as a Systems Lead, Technical Officer, Team Leader or senior Revenues & Benefits professional and be ready for your next challenge.
You will bring:

Significant experience within a Revenues & Benefits environment.

Strong knowledge of Council Tax, Business Rates, Housing Benefits or related services.

Experience of managing, configuring or supporting business critical systems.

The ability to translate legislation, business requirements and technical changes into practical system solutions.

Experience of analysing data and producing meaningful management information.
-
Strong problem-solving skills and a continuous improvement mindset.

Excellent communication and stakeholder management skills.
-
Experience of developing procedures, guidance and training materials.
An IRRV qualification or equivalent would be advantageous; however, we welcome applications from candidates with relevant experience and a commitment to ongoing professional development.
