Full job description

The Perinatal Workforce Lead plays a pivotal role in ensuring the safe, effective and sustainable delivery of maternity and neonatal services across Gloucestershire Hospitals NHS Foundation Trust. This role provides expert oversight of workforce data, reporting and compliance, ensuring that staffing information is accurate, timely and aligned with national standards, including the National Quality Board (2016) and NHS Improvement (2018) Ockenden, CNST, Maternity Incentive Scheme, Neonatal Workforce Standards and BAPM.

You will lead on the development, monitoring and continuous improvement of workforce systems and processes, enabling the Division to make informed decisions that support safe staffing, high-quality care and a positive working culture. Working closely with senior clinical and operational leaders, you will ensure that workforce compliance, including training, rostering, job planning, acuity tools and professional standards, is consistently recorded, monitored and reported. This role will support the triangulation of workforce metrics with quality and safety outcomes.

The post holder should have knowledge, skills and experience in the following:

Strong understanding of workforce planning, data analysis and reporting within a healthcare setting.
Experience working with workforce systems such as e-Rostering, ESR, SafeCare or equivalent.
Ability to interpret complex data and present insights clearly to senior leaders.
Knowledge of national maternity and neonatal workforce standards and regulatory requirements as well as the RCOG Surgical Skills report
Excellent organisational skills with the ability to manage multiple priorities.
Strong communication and relationship-building skills across multidisciplinary teams.
Experience in quality improvement, audit or service development.
Ability to work autonomously and exercise sound judgement.

Key Responsibilities

Lead the collection, validation and reporting of workforce data for Midwifery, Obstetrics and Neonatal services.
Ensure compliance with national workforce standards, including Ockenden, CNST, MIS and Neonatal Workforce Transformation requirements.
Ensure compliance with national recommendations which support informed, safe and sustainable workforce decisions (NQB, 2016 and NHS Improvement, 2018)
Maintain accurate workforce dashboards, reports and performance indicators for senior leadership and governance forums.
Support the relevant teams with the monitoring of mandatory training, clinical competencies and professional revalidation compliance.
Support the implementation and optimisation of workforce systems such as e-Rostering, SafeCare,Locumsnest, ESR and HealthRoster.
Work with clinical leaders to ensure safe staffing models are evidence-based and accurately recorded.
Lead workforce audits, deep dives and data quality improvement initiatives.
