About the role

This is a chance to join the councils’ Infrastructure Monitoring and Collections team who are responsible for the collection and monitoring of funding and non-financial obligations secured from housing developments in districts. Both Councils have strong growth agendas to create homes, jobs and improved spaces within our districts. The delivery of infrastructure is key to achieving our aims and goals and you will be part of a busy team working to deliver infrastructure across both South Oxfordshire and the Vale of White Horse districts.

The main focus of this post is support the administration of Building Safety Levy processes, including determining levy chargeability and liability, issuing levy determination notices, arranging spot checks, receiving payments and issuing payment certificates, dealing with requests for reviews from developers and quarterly management information and revenue transfer to the government.

You will need to be enthusiastic, dedicated and have a strong customer service ethos. This is a challenging and varied role that requires strong IT skills for managing information, the ability to interpret planning applications, explain complex processes to customers and use the council’s finance systems for invoicing.

Your essential qualifications

Demonstratable of general office experience with grade 4 minimum in Maths and English GCSE or equivalent

Your essential skills, knowledge and experience

Good IT skills, including email, Excel and Microsoft packages and keyboard skills with a good level of numeracy and the ability to work accurately and proactively

Methodical and flexible approach to work

Good and effective communication and excellent customer service skills

Ability to follow procedure with keen attention to detail

Ability to use your own initiative

Current driving licence with daily access to a vehicle insured for business use

Key responsibilities for the role

Determining if planning applications are Community Infrastructure Levy (CIL) and Building Safety Level (BSL) liable using the government CIL and BSL regulations and liaising with developers and homeowners about their plans in relation to the council’s CIL Charging Schedules and BSL rates
Creating and maintaining database records relating to CIL and BSL infrastructure requirements
Checking and validating forms and plans against statutory requirements and securing additional or revised details as necessary
Measuring floor space using the RICS Code of Measuring regulations and calculating the CIL and BSL charges by using the relevant CIL Charging Schedule and indexation and BSL rates
Monitoring permitted development applications for CIL liability
Monitoring stage 1 and 2 of the self-build processes, advising customers of the government regulations and validating forms and evidence documents
Conduct spot checks of sets of BSL information received in accordance with regulatory requirements which will include measuring plans, checking exemptions claimed against evidence provided.
Issuance of the relevant BSL certification to developers
Prepare and submit quarterly transfer of monitoring information and revenue to government.
Handling commencement requirements by validating forms, creating the demand notices, and preparing for invoicing
Monitoring when CIL instalments are due and preparing for invoicing
Using the council’s finance system to raise invoices and check for payment
Producing reports for self-build applications, payment instalments and all validated planning applications
Sending letters and emails to customers reminding them of their obligations and updating the database with their responses
Filing of all documents and letters relating to the Collections and Monitoring team
Determining what needs to be redacted in documents saved to the council’s public folders
Dealing with enquiries from district, town and parish councillors, members of the public and people involved in the planning process (developers, builders, agents, architects), in person, by telephone and via email
Undertaking and recording consultations on amended plans
Giving administration support for CIL/Section 106/BSL in both the Collections and Delivery teams
