On behalf of Defra, we are looking for a Workforce Structure and Position Management Analyst (InsideIR35) for a 8 month contract based hybrid in either Leeds, York, Newcastle, Manchester, Birmingham or Bristol. This role is a SEO level.

Role:
To support the Position Management pre-implementation phase of the Synergy programme. This role will play a key part in ensuring workforce structures, position data and organisational design information are accurately captured, validated and aligned to the future Oracle Fusion ERP platform.
Working within a complex transformation environment, you will coordinate activity across HR, Finance, Commercial, Digital and Data teams, ensuring stakeholders remain aligned, actions are tracked and project deliverables are completed to a high standard.
This is an excellent opportunity for someone with strong analytical skills, HR systems experience and the ability to work with large datasets while engaging a wide range of stakeholders.
As a Workforce Structure and Position Management Analyst, your main responsibilities will be to:
- Support delivery of Position Management pre-implementation activities within the Synergy programme.
- Gather, review, validate and quality assure workforce structure and position management data.
- Support the development of enterprise structures including organisational hierarchies, departments, jobs, positions, locations and reporting structures.
- Ensure workforce and organisational data aligns with Synergy design principles and future-state ERP requirements.
- Coordinate and track actions, dependencies, risks and issues across multiple stakeholder groups.
- Maintain clear records of decisions, assumptions, actions and project outputs.
- Review data submissions and identify gaps, inconsistencies or areas requiring further clarification.
- Work closely with HR subject matter experts, business representatives, Finance, Commercial, Digital and Data teams to obtain and validate information.
- Support governance forums, working groups and design sessions by documenting actions and following up on agreed outcomes.
- Triage and respond to stakeholder queries, escalating issues where appropriate.
- Produce progress updates and support readiness activities for future implementation phases.
Essential:
- Experience supporting HR system implementations, ERP programmes or organisational data initiatives.
- Strong understanding of workforce structures, organisational hierarchies, jobs and position management principles.
- Experience gathering, validating and analysing complex datasets from multiple stakeholders.
- Strong stakeholder engagement skills with the ability to build effective working relationships across different functions.
- Experience coordinating activities, managing dependencies and tracking actions within a project environment.
- Strong analytical and problem-solving skills.
Desirable:
- Experience with Oracle Fusion HCM or another cloud-based ERP/HCM platform (e.g. SAP SuccessFactors, Workday).
- Knowledge of Position Management frameworks and governance processes.
- Experience working within the Public Sector or large, complex organisations.
