About Us
Working within the Network Management Team, whose function it is to ensure that all Street working activity is appropriately managed within the boundaries of legislation and the County Council’s Permit Scheme and Lane Rental Scheme.
About the Role
We are looking for an individual with experience and good knowledge of Highways Act 1980 and New Roads and Street Works Act 1991. The postholder will be responsible for ensuring the Council’s statutory duties under the HA / NRSWA, and related legislation are upheld, including the administration and enforcement of licenses whilst supporting compliance performance improvement for works promoters and liaison with all appropriate stakeholders. The postholder will lead the application and approval process for licences including site visits, lead discussions and negotiations, inspection and enforcement of sites including the issuance of fixed penalty notices where applicable. The postholder will ensure that all works and activities on the public Highway are carried out safely, legally, and with minimal disruption to the public. The postholder will also support where required with Statutory Undertaker performance and compliance meetings. This role will specifically support the above by undertaking tasks relating to the management of the network, ensuring that works take place in accordance with national legislation and local priorities, appropriate penalties are applied to sites that fail inspection, raising Fixed Penalty Notices as required, respond to challenges on the network and resolve local issues with communities and Works Promoters. An experienced individual is sought for this post with a track record of statutory auditing, a working knowledge of the current legislative requirements. The right candidate must be highly organised with an eye for detail, as well as being self-motivating. The role requires the candidate to be able to work collaboratively with a number of stakeholders and elected members whilst maintaining professional working relationships.

Your office base may be subject to change as we are currently transitioning between temporary and permanent office locations due to the closure of County Hall. If this is applicable to you, you will be notified, but no reimbursement will apply in respect of travel.
