We are establishing Nestwell Homes — a new, trauma-informed children's residential care home on Pershore Road, Birmingham. We are seeking an experienced Registered Manager to lead the home from pre-registration through to full commissioning and beyond.

Role Summary:
The Registered Manager (RM) is the accountable manager for the day-to-day running of the home. You will be named on the Ofsted registration and hold legal responsibility for safeguarding, care quality, staffing, and regulatory compliance. This is a rare opportunity to shape a new service from the ground up — leading premises readiness, policy development, staff recruitment, Ofsted registration, and the first admissions.
Key Responsibilities:
Pre-registration:
· Draft the Statement of Purpose, Children's Guide, and full policy suite (14+ documents)
· Lead Regulation 41 consultation with Birmingham City Council and West Midlands Police
· Oversee premises fit-out, fire safety, and room-by-room compliance against the Statement of Purpose
· Procure furniture, equipment, medication storage, and Ofsted-ready IT/records systems
· Complete SC2 fitness checks, DBS, references, and health declarations
Recruitment and Retention:
· Recruit Deputy Manager and residential support workers using safer recruitment standards
· Maintain the Single Central Record (SCR) for all staff and key persons
· Design staffing rotas (day, waking night, and sleep-in cover) for a 4-bed home
· Deliver induction and training: safeguarding, trauma-informed care, behaviour support, first aid
· Compile the SC1 application and respond to Ofsted queries within 48 hours
Ofsted assessment:
· Lead the pre-registration inspection: premises tour, document review, and manager interview
· Demonstrate lived knowledge of all policies, staffing model, and quality standards
· Address any conditions or minor works identified by Ofsted promptly
Opening & operations:
· Support commissioning engagement with Birmingham, Solihull, and regional placing authorities
· Manage first admissions: care plans, LAC reviews, education, and health registrations
· Lead day-to-day care, supervision, and quality assurance across all 9 Ofsted Quality Standards
· Prepare for and lead interim and full inspections; drive continuous improvement
Person Specification:
Experience in children's residential care as a registered manager
Minimum 2 years in a supervisory or management role
Experience opening or re-registering a new home
Ofsted track record
Employed in at least one home rated Good or Outstanding at last inspection
Experience of pre-registration inspection process
Qualifications:
Level 5 Diploma in Leadership and management for residential childcare or enrolled with completion within 12 months of appointment
Additional safeguarding or trauma-informed care qualifications
Regulatory knowledge
Sound understanding of Children's Homes Regulations 2015 and Ofsted Quality Standards
Experience with Birmingham / West Midlands commissioning
Skills:
Policy writing, safer recruitment, staff supervision, and care planning
Budget awareness and placement fee / unit cost understanding
Personal attributes:
Calm under pressure, child-centred, values-driven, and committed to inclusive practice
Willingness to be visible and available to children and staff
Eligibility:
Enhanced DBS (children's barred list), right to work in the UK, and fitness to manage a children's home
Full UK driving licence
Remuneration & Benefits:
Salary: £55,000 – £60,000 per annum (Full time)
The final offer within this band will reflect qualifications, experience, and inspection track record.

Stage-Based Performance Incentives:
Nestwell Homes rewards delivery at each major project milestone. Incentives are payable on verified completion of the milestone and are in addition to base salary. Amounts are gross and subject to tax and NI.
Working Pattern:
· Full-time — 37.5 hours per week
· Supervisory role — not counted as shift cover; Deputy Manager and support workers provide direct care cover
· Flexible availability during pre-registration (including some evenings/weekends for contractor visits and document deadlines)
· On-call arrangements to be agreed in contract
· Anticipated start: August 2026 (ideally before lease commencement on 1 September 2026)
Reporting Line:
Reports to the Responsible Individual (RI) and Board of Directors. Works closely with the RI on Ofsted registration, quality assurance, and strategic development.
