Job Overview

The Learning and Development Officer plays a key role in developing the knowledge, skills and confidence of employees across Supported Living Services Ltd.

They will be responsible for designing, developing, coordinating and delivering engaging training programmes for employees at every level of the organisation, including Support Workers, Deputy Managers, Care Managers and Senior Management Team members.

Working closely with operational managers and senior leaders, the Learning and Development Officer will identify organisational learning needs, develop high-quality training solutions and ensure staff remain competent, compliant and confident in delivering safe, effective and person-centred care.

The role supports organisational compliance by ensuring mandatory training, professional development and competency assessments remain aligned with CQC regulations, Skills for Care guidance, the Care Certificate Standards and current legislation.

The Learning and Development Officer will promote a culture of continuous improvement, professional development and lifelong learning, helping SLS become an employer recognised for investing in its people.

Responsibilities include, but are not limited to: Learning & Development Strategy. Develop and maintain the organisation's annual Learning and Development Strategy. Identify organisational training needs through consultation with managers, audits, supervision, performance reviews and service requirements. Develop annual training plans that support organisational objectives and workforce development.Support succession planning through leadership and management development programmes.Promote a positive learning culture across the organisation.

Training Design & Development

Design, develop and continuously improve engaging learning programmes suitable for adult learners.

Produce:

Training presentations
Competency assessments
Knowledge checks
Practical exercises
E-learning resources

Review all learning materials regularly to ensure they remain accurate, engaging and compliant with legislation and best practice.

Develop bespoke training programmes where organisational needs are identified.

Training Delivery

Deliver high-quality classroom-based and practical training sessions across the organisation.Provide induction training for all new employees.Deliver mandatory training including (where applicable)· Safeguarding Adults · Mental Capacity Act · Health & Safety · Medication Awareness · Professional Boundaries · Lone Working · Risk Assessment · Incident Reporting

Deliver refresher training in accordance with organisational requirements.

Support managers with coaching and mentoring staff following audits, incidents or competency concerns.

Facilitate management development programmes for Care Managers and Senior Managers.

Deliver workshops promoting leadership, communication, wellbeing and continuous improvement

Learning Compliance & Governance

Maintain accurate training records and compliance reports.

Monitor training expiry dates and ensure refresher training is completed within required timescales.

Produce monthly compliance reports for Directors and Senior Managers.

Support services in preparing evidence for inspections and audits.

Competency Assessment

Assess employee competency through observation, practical assessment and knowledge testing.

Support managers in identifying learning gaps.

Recommend additional learning interventions where required.

Monitor improvements following competency assessments.

Promote reflective practice and professional development

Learning Administration

Coordinate the organisation's annual training calendar.

Manage training bookings and attendance records.

Maintain training databases and learning management systems.

Coordinate external training providers where appropriate.

Issue certificates and maintain training documentation.

Produce statistical reports on training compliance and workforce development.

Learning Administration

Work collaboratively with:

Directors
Senior Management Team
Care Managers
Support Workers
External Training Providers
Local Authorities (where appropriate)

Provide professional advice regarding learning and workforce development.

Support managers in implementing learning within operational practice.

Continuous Improvement

Evaluate training effectiveness through:

Learner feedback
Competency observations
Compliance data
Quality assurance reviews

Review training programmes to ensure continuous improvement.

Research emerging legislation, sector developments and best practice.

Introduce innovative learning methods including blended learning and digital resources where appropriate.

Support organisational projects relating to workforce development and quality improvement.

Professional Development

Maintain own professional competence through continuing professional development (CPD).

Attend relevant training, conferences and networking events.

Maintain awareness of current legislation, CQC guidance and Skills for Care best practice.

Participate in supervision, appraisal and ongoing learning.

Person Specification: Qualifications:

A qualification in Learning & Development, Education, Health & Social Care, Human Resources or a related discipline is desirable.

Desirable qualifications include:

Level 3 Award in Education and Training (AET)
Level 3 or Level 5 Learning & Development qualification
CIPD Learning & Development qualification
Train the Trainer qualification
Level 3 or above Health & Social Care qualification

Good standard of written and spoken English.

Strong IT skills including Microsoft Office, Microsoft Teams and digital learning platforms.

A full UK Driving Licence is essential.

Minimum two years' experience in Learning and Development, Training, Education or Workforce Development.

Experience delivering training within one or more of the following sectors:

Health & Social Care
Supported Housing
Mental Health Services
Healthcare
Education
Another regulated sector

Experience designing learning materials and delivering face-to-face training.

Experience facilitating workshops for employees at different levels within an organisation.

Experience maintaining training compliance records.

Experience supporting organisational compliance with regulatory requirements is desirable.

Experience developing leadership or management programmes is desirable.

DBS

An Enhanced DBS Check is required. Candidates not on the DBS Update Service will have to meet the cost for an Enhanced DBS Check.

Pay: £32,000.00-£35,000.00 per year
