Job description

Join the Maritime and Coastguard Agency (MCA) and help shape the future of seafarer safety, health and wellbeing. As the Seafarer Safety and Health Lead, you will provide expert leadership on seafarer living and working conditions, seafarer medicals, and human element matters. Working with industry, government and international stakeholders, you will lead the implementation of legislation, oversee the UK seafarer medical certification system, and promote safe, fair and effective working environments while supporting a thriving and competitive maritime sector.

Your responsibilities will include, but arent limited to:

Responsibility for
- promoting the health and the safety of seafarers, including lead responsibility for the Code of Safe Working Practices for Merchant Seamen and the continued implementation and review for the maritime sector of occupational health and safety requirements.
- seafarer living and working conditions, particularly, implementation of the Maritime Labour Convention 2006 and the ILO Convention on Work in Fishing (ILO 188).
- seafarer wellbeing.
- seafarer medical fitness regulatory issues, including the development of international standards and review of UK standards.
- implementation of human element principles within MCA and UK shipping industry.
- seafarer documentation, including seafarer employment agreements, identity documents and the Official logbook Regulations.
- regulatory aspects of working time regulation, including MCA input on MCA strategy to address the problem of seafarer fatigue.
To ensure the continuing efficient provision of -
- a quality medical examination system for seafarers.
- other seafarer medical related services, including advice on medical stores issues and medical facilities on board ship.
To provide the MCA focal point for liaison between the MCA and HSE on Seafarer safety and Health issues.
To provide leadership to the Seafarer Safety and Health team, role modelling the MCA way behaviours and ensuring these are reflected in the teams culture and working practices.
To plan and manage the branch work programme, branch resources and budget effectively and efficiently, setting priorities and identifying and addressing risks to delivery.
To be responsible for own health and safety and that of others.
To ensure that own continuous professional development is ongoing and professional knowledge is up to date.

Additional Information

Operational Delivery Profession (ODP) is the largest and most diverse professional community across the Civil Service. Many of us will have an association with several professional communities or specialisms, ODP applies to all public facing roles / or a role that is primarily aligned to supporting the work of those with public facing roles. All critical to the delivery of UK public services.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Occasional travel to other offices and internationally will be required, which may involve overnight stays.
