Crossroads Care Gloucestershire is looking for an experienced, dynamic and hands-on Registered Manager to lead our registered care service.
This is an exciting opportunity to join an Outstanding and purposeful charity, delivering key services to improve the lives of unpaid carers and individuals living at home. The charity operates across the whole of Gloucestershire, delivered from our Quedgeley office. Crossroads Care Gloucestershire is a well established charity operating for over 45 years within the county. We have have a well experienced and established staff team who go above and beyond to deliver the best quality services. We are currently rated as Outstanding by the Care Quality Commission.
This is a senior leadership role in which you will be responsible for the safe, effective and compliant delivery of care services, alongside the service’s continued growth plan. We are seeking an experienced, dynamic and innovative person with strong people management skills who can help us maintain our current rating as well as possessing a strong business sense. You will provide visible leadership throughout the service, supporting strong workforce performance and further strengthening our existing quality assurance processes. The successful candidate will be confident in taking an active lead in recruitment, staff training and development, and the retention of high-quality care staff.
Scope of the post:
· Efficiently manage and lead on the day-to-day operations of the charity. Allocate resources and monitor performance to deliver high quality services to our customers within budget.
· Manage all aspects of the staff team and provide sounds leadership to ensure staff are clear about their respective duties and adhere to our policies and procedures.
· As Registered Manager, you will be directly accountable to the Chief Executive Officer and to the regulatory body, the Care Quality Commission and be accountable for the compliance and outcomes of the CQC inspections.
· You will work as part of the Senior Management team.
Duties & Responsibilities
· Be responsible for the safe delivery of the service in line with legislative requirements and company policy and procedures.
· Understand and monitor health and safety in the workplace and in the field. Act as organisational lead for health and safety.
· To be the lead on all matters relating to Safeguarding Adults, including ensuring the policy on Safeguarding Adults is implemented across the organisation and taking into account Gloucestershire County Council’s Multi Agency Safeguarding Policy and Procedures.
· As the Registered Manager, ensure the service meets, and indeed exceeds, the requirements of the Health & Social Care Act 2008 (Regulated Activities) Regulations 2014, the Care Quality Commission (Registration) Regulations 2009 and all associated amendments and guidance.
· Ensure all relevant policies and procedures are disseminated across the organisation, as appropriate, discussed with staff, implemented and reviewed.
· Effectively manage complaints and incidents. Carry out investigations relating to the quality of the service and use the findings to make improvements.
· Ensure that the charity continues to grow, monitoring the hours provided carefully to ensure KPI’s are being met.
· Provide leadership at both a strategic & operational level to the Care at Home but also the wider Crossroads Care staffing team, motivating, and empowering staff to develop within their roles.
· Provide accurate and detailed reports of activities for the Trustee Board, as required.
· Attend management meetings held by the CEO or other senior managers, as required.
· Take responsibility for their own personal continuing development needs, including updating knowledge about best practice and changes to the law and regulations in the social care arena.
· Deputise for the CEO when required.
Safeguarding
· As Lead Safeguarding Officer, to take responsibility for ensuring that CCG Safeguarding and Whistle-blowing policies are shared, reviewed and implemented across the organisation
· To liaise regularly with the Safeguarding Lead on the Board of Trustees.
· Ensure Safeguarding Notifications are made to the Gloucestershire County Council Multi Agency Team and to CQC as appropriate
· Ensure that all staff receive Safeguarding Training which is refreshed at appropriate intervals, ensuring staff understand their roles and responsibilities in keeping people safe.
· Ensure robust staff recruitment measures and ongoing supervision and observation of practice are in place to ensure the safe delivery of practice to customers.
Quality Assurance
· To implement and maintain an effective quality assurance program to promote high quality, best practice and continuous improvement of services in line with Crossroads Care Gloucestershire Quality Assurance Policies.
· Proactively work with the existing Quality Forum and its membership of staff from across the organisation, to raise its profile and demonstrate its impact on improving all aspects of service delivery, benefiting customers and staff.
· Have overall responsibility for quality assurance processes for the service e.g., Care Quality Commission requirements and contract/grant monitoring and returns.
· Ensure that Care Quality Commission registration is kept up to date, and any changes notified to them within the specified timescales.
· Ensure robust systems are in place for adherence to GDPR across Crossroads and reviewing these systems on a regular basis.
· Monitor and manage operational risk on a day-to-day basis, following risk management processes.
· To resolve all complaints in accordance with Crossroads Care Gloucestershire Policy.
· Oversee that the complaints process is completed in a professional and timely manner.
· Oversee the investigation, reporting and management of incidents, accidents, and complaints, ensuring all necessary inspections are undertaken and prepare relevant reports and recommendations.
Creating a positive workplace culture
· Lead by example and promote a positive workplace culture of mutual respect, inclusivity, openness and transparency, where staff feel safe and supported to raise concerns and share ideas, encouraging feedback and learning
· Develop opportunities for staff to contribute to the overall strategy of CCG
· Build on the “Star of the Month” award to recognise exceptional practice and share learning
· Managing the performance of the staff team to ensure they have the skills, confidence and motivation to deliver high-quality services and in so doing, feel proud of their work
· Develop and maintain effective communication systems within the staff team
Lead and Manage Staff
· Identify recruitment needs and develop plans to ensure the service is appropriately resourced with capacity for growth. Manage the safe and effective recruitment of new staff, ensuring staff are recruited through our values-based recruitment procedures.
· Provide information, guidance, ongoing supervision, appraisal and observations of performance to enable staff to effectively and safely carry out their roles and these are in line with company policy.
· Ensure workforce planning will deliver the right people in the right place at the right time, especially during times of known peak demand and fewer staff available e.g. winter/summer months
· Ensure robust monitoring tools are in place to identify and manage staff training to ensure staff are up to date with best practice but have opportunities to access bespoke training to enhance their skills and knowledge.
· Ensure that you manage any staffing issue in relation to managing absence, disciplinary capability and grievance matters in accordance with company policy.
· Ensure there are sufficient numbers of suitably qualified staff allocated appropriately to meet the needs of the service at all times.
· Ensure all emergency on-call issues are dealt with effectively and participate, in the on-call rota.
· To ensure healthy working practices and that staff receive relevant information to fulfil their health and safety responsibilities.
· Ensure staff have effective and efficient IT support and equipment through management of our outsourced IT provider and regular review of assets.
Provide an outstanding service to the people who use our service
· Lead on CQC new Single Assessment Framework and and what it means for preparing for inspection to achieve an Outstanding or Good rating.
· Benchmark services against the new 34 Quality Statements and deliver tangible ways of evidence compliance and develop an Improvement Plan.
· Ensure that prior to a service commencing, a risk assessment and support plan has been completed and agreed with the customer, and or the chosen representative, where the desired outcomes are clearly documented.
· Agree appropriate risk control measures to reduce identified risks
· Provide the customer, and where appropriate their representative, with information about the service to ensure they are clear about what to expect and how they can raise any concerns or complaints.
· Develop and implement robust quality internal auditing methods to ensure systems and processes are being carried out correctly and can be evidenced.
· Participate, when appropriate, in multi-agency planning and review meetings with the consent of the individual and family concerned.
· To ensure the delivery of safe, personalised services to each individual service user through assessment, person centred planning and regular outcome focused reviews of services.
· Apply excellent communication skills with customers, their families and representatives, where nothing is too much trouble for our customers, staff and other health and social care professionals to deliver the highest quality services.
· Be prepared to work flexibly to ensure the safe delivery of the service.
Finance and Business Promotion
· Develop and implement our agreed business strategy and organisational budgets, and plan resourcing to ensure we have the capabilities and resources required to achieve future growth and sustainability.
· Proactively leading the implementation of our strategic plans within the organisation to meet current and future service aims and objectives.
· Positively raise the profile of Crossroads and the services we provide through networking, collaborative working with external agencies and partnerships.
· Engage at a strategic level and work in partnership with all appropriate stakeholders and partnerships.
· Develop key business relationships with all relevant customers/external parties to ensure service delivery excellence and maximise new business opportunities.
· Participate in partnership meetings and forums as appropriate.
· Development of our service level agreements, business plans, team aims and objectives.
· To grow and develop services in conjunction with the CEO and strategic plans by increasing delivered hours and maximising referral opportunities.
· Identify marketing opportunities to increase business development and achievement of targets.
· To attend external meetings in order to improve services or develop new services.
· To assist in the preparation of the annual budget for all services within your responsibility.
· To monitor the monthly management accounts in order to operate within the agreed budget.
· To monitor and report on any major grant project.
What you'll need to succeed:
We are not looking for a Registered Manager who wants to solely manage from behind a desk.
You will have a Diploma level 5 in Health & Social Care or equivalent or be willing to work towards this.
You must have a minimum of 3 years experience of managing the delivery of social care services as a registered manager within the Domiciliary care sector.
Experience of building positive working relationships with people who use services and their families, staff and other health and social care professionals.
Excellent understanding of the CQC regulatory responsibilities of a Registered Manager and prior CQC inspection experience
Demonstrable experience in managing the delivery of direct services, including staff, financial and resource management and developing positive cultures.
Outstanding organisational and time management skills and reliable.
Full drivers licence required.
