Full job description

Research school-transport markets, local-authority commissioning structures, dynamic purchasing systems,

frameworks, call-off arrangements, competitor activity and procurement changes relevant to the company’s target

areas.

* Monitor Staffordshire, Stoke-on-Trent, Cheshire and other approved procurement portals each working day and

maintain a complete opportunity register containing route reference, publication date, deadline, vehicle type,

passenger-assistant or accessibility requirements, estimated value, probability and next action.

* Maintain deadline control for time-sensitive offers, including Staffordshire contract offers that may require

acceptance or decline within 24 hours, and escalate all binding acceptance decisions to the Director.

* Undertake documented bid/no-bid assessments covering geography, journey time, school times, passenger and

safeguarding requirements, vehicle capacity, accessibility, passenger-assistant requirements, suitable

subcontractor availability, pricing, contribution, mobilisation risk and contractual obligations.

* Develop and maintain a commercial capacity database of suitable licensed and insured delivery resources,

including saloons, MPVs, five/six-seaters, eight-seaters and wheelchair-accessible vehicles. This is for bid

capacity planning and does not include routine daily rota preparation or dispatch.

* Coordinate route-costing input; validate expected delivery costs; calculate tender price, gross route contribution,

risk allowance and minimum acceptable margin; and prepare pricing recommendations for Director approval.

* Lead the preparation and submission of selection questionnaires, pre-qualification questionnaires, invitations to

tender, framework submissions, route bids, quality responses, clarification answers and supporting commercial

documents.

* Maintain contract expiry, extension, renewal and re-tender records and prepare account-retention and

replacement-route plans sufficiently in advance of each contractual end date.

* Develop professional relationships with council commissioning officers, procurement teams, schools, academy

trusts and existing contract managers and organise structured account reviews and commercial meetings.

* Track tender outcomes, standstill periods and award conditions; analyse unsuccessful bids; and recommend

improvements to route selection, pricing, tender quality and future bid strategy.

* Provide the Director with weekly CRM, pipeline, bid-activity, conversion, forecast revenue, retained/new contract

value and route-contribution reports.

* Coordinate the commercial handover of successful awards to the Director and operations function for

mobilisation, while retaining responsibility for customer account development and the commercial record.

* Monitor and evaluate specialist opportunities, including potentially stronger-margin eight-seater and wheelchair-

accessible routes, without assuming profitability before route-specific costing and capacity checks.

* Maintain accurate commercial, recruitment and sponsor-compliance records relevant to the role and protect

confidential council, school and service-user information in accordance with company policies and data-protection

law.
