Job Details

As a Transaction Team Lead Officer within the Payroll Input Team, you will play a key role in leading a team responsible for the accurate and timely processing of employee payroll transactions across Fife Council. This includes overseeing the input and validation of new starters, leavers, contract changes, variations to pay, and other employee-related changes that directly impact payroll records.

You will be responsible for ensuring that all payroll input activities are completed within agreed timescales and to a high level of accuracy, enabling employees to be paid correctly and on time. Working closely with HR, managers, Payroll Processing teams and Pension colleagues, you will help maintain the integrity of employee data throughout the employment lifecycle.

Supporting the Team Manager, you will provide day-to-day leadership, operational oversight and performance management for the team. You will monitor workloads, drive continuous improvement initiatives, and ensure resources are effectively deployed to meet service demands and customer expectations.

A key aspect of the role is ensuring compliance with relevant payroll and pension legislation, including PAYE requirements, statutory payments and Local Government Pension Scheme and Scottish Teachers Pension Scheme regulations, while adhering to Fife Council policies, procedures and governance requirements. You will contribute to audit activities, quality assurance processes and the implementation of changes arising from legislative, organisational and system developments.

This role requires a strong understanding of payroll administration processes, excellent attention to detail, and the ability to lead and motivate a team in a fast-paced environment. You will be committed to delivering a high-quality, customer-focused service while maintaining compliance, accuracy and continuous improvement across all aspects of payroll input activity.

The Person

We're looking for someone who has:

Considerable experience within payroll administration, payroll input, HR/payroll transactions or a similar operational environment.

A sound understanding of payroll legislation, PAYE requirements and payroll controls.

Experience leading, coaching and developing a team.

Strong organisational skills with the ability to manage competing priorities and meet critical payroll deadlines.

Experience of reviewing and improving operational processes.

Excellent communication, customer service and stakeholder management skills.

Strong IT and systems skills, with experience of HR and payroll systems.

An SCQF Level 8 qualification (HND, SVQ Level 4 or equivalent) in a relevant discipline, or equivalent experience.
