Health & Social Care Manager — Home Care Service

· Location: Five Lamps Community Hub, 211-213, Thornaby Road, Thornaby, TS17 7DJ (some home working arrangements possible, subject to service cover)
· Starting Salary: £35,000
· Hours: 37.5 hours per week (8:30am – 5:00pm)
*Some evening and weekend work may be required to ensure service cover from 6:30am – 8:30am and 5:00pm – 11:00pm*
Role Overview
Five Lamps Organisation is a well-established community charity supporting local people to live independently, safely and with dignity in their own homes. We are seeking an experienced and values-driven Registered Manager to lead, manage and develop our growing Home Care Service.

Purpose of the Role
The Registered Manager will be responsible for the day-to-day management of the CQC-registered Home Care Service, ensuring the service delivers safe, effective, caring, responsive and well-led support. The postholder will provide strong operational leadership, ensure compliance with statutory and regulatory requirements, and promote a culture of quality, accountability and continuous improvement.
· Lead and manage the CQC-registered Home Care Service, ensuring safe, high-quality and person-centred care is delivered consistently.
· Oversee daily operations, service delivery and quality assurance processes to ensure the service meets the needs of people using the service.
· Manage, support and develop a team including Care Coordinators and the Training Officer, promoting effective supervision, training and performance management.
· Ensure people who use the service, their families and local communities are listened to and involved in shaping service development.
· Maintain compliance with CQC Fundamental Standards, the Health and Social Care Act 2008 and all relevant legislation, guidance, policies and procedures.
· Prepare for inspections, audits and monitoring visits, ensuring accurate records, action plans and evidence of continuous improvement are maintained.
· Build and maintain positive working relationships with commissioners, families, healthcare professionals, partner agencies and third sector organisations.
· Champion inclusive adult social care, including support for adults with special educational needs and disabilities.
· Drive sustainable service growth while maintaining excellent quality, safeguarding standards and person-centred practice.
· Manage budgets, staffing and resources effectively, ensuring services are delivered efficiently and responsibly.
Person Specification
Essential experience, skills and qualifications:
· Experience of managing a domiciliary care, home care or adult social care service.
· Strong knowledge of CQC regulations, quality standards and safeguarding responsibilities.
· Proven leadership, people management and team development skills.
· Excellent communication, organisational and decision-making abilities.
· Level 5 Diploma in Leadership for Health and Social Care, or willingness to work towards this qualification.
· Commitment to delivering exceptional care and improving outcomes for people using the service.
· Full UK driving licence.
