Balfour Beatty UKCS Scotland is seeking an experienced and commercially focused Senior Quantity Surveyor to join our team delivering the landmark ASTI Netherton Hub Project near Peterhead.
The Netherton Hub is a major component of SSEN Transmission's Pathway to 2030 programme and will play a vital role in strengthening the UK's electricity transmission network, enabling the connection of renewable energy and supporting both UK and Scottish Government net-zero ambitions. Upon completion, the development will comprise a 400kV substation, a 132kV substation and multiple HVDC converter stations, creating one of the most strategically important energy hubs in Scotland.
Balfour Beatty is delivering critical civil engineering, building and infrastructure works across the project, including HVDC converter station infrastructure and major substation construction.

What you'll be doing
Reporting to the Commercial Manager, the Senior Quantity Surveyor will provide commercial leadership across key project workstreams, ensuring robust financial control, effective contract management and the successful delivery of commercial objectives.
You will lead commercial activities from procurement through to final account, manage project risks and opportunities, and support the development of junior commercial staff while working closely with operational and client teams.
- Lead the commercial management of major project packages throughout the project lifecycle.
- Administer NEC contracts and provide contractual guidance to project teams.
- Prepare, negotiate and agree applications for payment with the client.
- Manage compensation events, variations, claims and change control processes.
- Produce accurate cost forecasts, budgets and commercial reports.
- Oversee monthly cost value reconciliations and performance reporting.
- Identify, manage and mitigate commercial risks whilst maximising opportunities.
- Lead subcontract procurement, negotiations and contract awards.
- Manage subcontractor accounts from placement through to final account settlement.
- Ensure timely agreement of variations and change events with subcontractors and clients.
- Support project delivery teams in achieving financial and operational targets.
- Provide strategic commercial advice to project and senior management teams.
- Monitor project cash flow and working capital performance.
- Ensure compliance with contractual obligations and company governance procedures.
- Lead commercial meetings with clients, suppliers and key stakeholders.
- Mentor and develop Assistant and Quantity Surveyors within the project team.
- Support dispute avoidance and resolution processes where required.
- Contribute to continuous improvement initiatives across the commercial function.
Who we're looking for
- Degree qualified in Quantity Surveying, Commercial Management or a related discipline.
- Significant experience operating at Quantity Surveyor or Senior Quantity Surveyor level.
- Proven experience within major construction, infrastructure, utilities, energy or civil engineering projects.
- Strong knowledge and practical application of NEC contract forms.
- Demonstrable experience managing complex subcontract packages and commercial risks.
- Excellent commercial acumen and financial management capability.
- Strong negotiation, communication and stakeholder management skills.
- Ability to influence project teams and drive commercial performance.
- Experience preparing and presenting commercial reports to senior stakeholders.
- Full UK Driving Licence.
- Previous experience working on major energy, transmission, substation, HVDC or infrastructure projects.
- Membership of, or working towards, RICS, ICES or CIOB accreditation.
- Experience within regulated utility or energy environments.
- Knowledge of ASTI, power transmission or renewable energy programmes.
- Experience managing and mentoring commercial team members.
- Understanding of project controls, risk management and earned value methodologies.
