CleanTech People are recruiting for an experienced Housing Needs & Homelessness Manager to lead the delivery of a busy Housing Needs and Homelessness service.
This is an excellent opportunity for an experienced housing professional with strong knowledge of homelessness legislation, housing law, service management and homelessness prevention.
The Role
You will lead and manage the Housing Needs and Homelessness service, ensuring statutory duties are met and that customers receive timely, lawful and effective support.
You will be responsible for:
Leading, managing and developing a public-facing housing and homelessness team.
Ensuring high standards of performance, decision-making and continuous improvement.
Overseeing homelessness assessments, decisions and placements to ensure they are lawful, accurate and delivered within required timescales.
Ensuring effective homelessness prevention and early-intervention services are delivered.
Overseeing the quality, suitability and health and safety of temporary accommodation.
Ensuring appropriate safeguarding and customer-focused practices are embedded across the service.
Supporting responses to legal challenges, complaints and Ombudsman enquiries.
Working closely with registered providers, voluntary and community organisations, health partners and neighbouring authorities.
Representing the service at multi-agency meetings, forums and strategic partnerships.
Supporting emergency planning arrangements where required.
Participating in the out-of-hours emergency homelessness service and management standby rota.
Monitoring service performance, workloads and outcomes against agreed targets.
Supporting effective financial management and monitoring within the service.
Providing advice and guidance on complex housing and homelessness matters.
Communicating with customers, legal representatives, advocates, senior managers and other stakeholders on complex and sensitive issues.
Ensuring services remain accessible, fair and responsive to vulnerable households.
About You
We are looking for an experienced housing professional with substantial practical experience within housing needs, homelessness or a closely related service.
You will ideally have:
Significant experience working within housing and homelessness services.
Experience leading and managing a public-facing team.
Extensive knowledge of housing and homelessness legislation, case law and relevant codes of guidance.
Strong understanding of homelessness prevention and statutory homelessness duties.
Knowledge of housing law relating to security of tenure, homelessness, landlord and tenant matters.
Experience dealing with complex and sensitive housing cases.
Strong written and verbal communication skills.
The ability to explain complex legal and technical issues clearly.
Experience negotiating with and influencing customers, professionals and other stakeholders.
Strong organisational and workload management skills.
The ability to work under pressure and meet deadlines and service targets.
Good analytical, research and investigation skills.
Experience monitoring budgets or relevant financial processes.
Good IT skills, including Microsoft applications.
Experience using housing CRM or specialist housing systems would be advantageous.
A strong commitment to customer care, equality, safeguarding and trauma-informed practice.
Qualifications
A relevant professional qualification in Housing would be advantageous.
Membership of, or part/full qualification with, the Chartered Institute of Housing (CIH) would also be desirable.
Equivalent relevant professional experience will be considered.
Additional Requirements
Full current UK driving licence and access to a car required.
Ability to travel to external appointments, meetings and training.
Willingness to participate in the out-of-hours management standby rota when required.
Ability to work a minimum of 3 days per week on site, with up to 2 days remote.
