We are seeking an experienced, motivated and compassionate Registered Care Manager to lead the development and day-to-day management of a new domiciliary care service.
The Registered Manager will have responsibility for establishing a safe, effective, caring, responsive and well-led service that meets the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, CQC Fundamental Standards and other relevant legislation and best practice.
As this is a new service, the successful candidate will play a key role in developing the service from the outset, including CQC registration and readiness, recruitment, operational systems, care delivery, quality assurance and business growth.
Key ResponsibilitiesCQC Registration & Compliance
- Act as the Registered Manager for the regulated activity of Personal Care.
- Support the provider through the CQC registration process and Registered Manager application where required.
- Maintain ongoing compliance with CQC regulations, Fundamental Standards and statutory requirements.
- Ensure the service remains inspection-ready.
- Maintain appropriate policies, procedures, records and governance systems.
- Ensure statutory notifications are submitted to CQC when required.
- Lead on regulatory inspections and respond appropriately to any recommendations or required improvements.
Service Development & Growth
- Support the mobilisation and development of the new domiciliary care service.
- Develop relationships with local authorities, NHS/ICB commissioners, social workers, discharge teams, health professionals, private clients and other referral partners.
- Support tender, framework and commissioning opportunities where appropriate.
- Assess new referrals and determine whether the service can safely meet individual needs.
- Develop the service's capacity while ensuring growth remains safe and sustainable.
- Work with the Directors to achieve agreed occupancy, care-hours and business-development objectives.
Care Management
- Ensure comprehensive assessments are completed before care commences.
- Ensure person-centred care plans and risk assessments accurately reflect each person's needs, preferences, outcomes and risks.
- Ensure care plans are regularly reviewed and updated.
- Oversee medicines management and medication competency.
- Ensure appropriate management of changing needs and escalation to relevant health and social care professionals.
- Promote independence, dignity, choice, control and positive outcomes for people receiving care.
Safeguarding
- Act as a safeguarding lead for the service.
- Ensure safeguarding concerns are identified, reported, investigated and escalated appropriately.
- Maintain effective relationships with the Local Authority Safeguarding Team and other relevant agencies.
- Ensure staff understand their safeguarding responsibilities and receive appropriate training.
- Promote an open culture in which concerns, incidents and whistleblowing are taken seriously.
Recruitment & Workforce Management
- Recruit sufficient numbers of suitably skilled and experienced care staff.
- Ensure safer recruitment practices are followed, including DBS checks, references, right-to-work checks and employment history.
- Ensure staff receive comprehensive induction, mandatory training, competency assessments and ongoing development.
- Conduct staff supervisions, appraisals and performance reviews.
- Manage capability, conduct, disciplinary and grievance matters appropriately.
- Monitor staffing levels, rotas, continuity of care and staff deployment.
- Develop a positive culture that supports staff retention and high-quality care.
Quality Assurance & Governance
Establish and maintain an effective quality assurance system including:
- Care plan and risk assessment audits
- Medication audits
- Staff file audits
- Spot checks
- Supervisions and appraisals
- Training and competency monitoring
- Complaints and compliments
- Safeguarding monitoring
- Accident and incident analysis
- Service-user feedback
- Staff feedback
- Lessons learned
- Quality improvement plans
The Registered Manager will use audit findings, feedback, incidents and performance information to drive continuous improvement.
Leadership
- Provide visible and effective leadership across the service.
- Promote a culture of professionalism, accountability, compassion and continuous improvement.
- Ensure staff understand the values and expectations of the organisation.
- Maintain effective communication with service users, families, staff, professionals and commissioners.
- Attend management and governance meetings and provide appropriate reports to the Directors/Nominated Individual.
- Identify risks to the service and ensure appropriate action is taken.
Qualifications & ExperienceEssential
- Level 5 Diploma in Leadership and Management for Adult Care, or equivalent relevant qualification, or willingness to work towards an appropriate Level 5 qualification where suitable.
- Previous management or senior leadership experience within domiciliary care, home care or a comparable adult social care service.
- Good understanding of CQC regulations and the Fundamental Standards.
- Strong knowledge of safeguarding adults.
- Knowledge of the Mental Capacity Act 2005 and associated principles.
- Experience of care planning and risk assessment.
- Experience of staff supervision, performance management and quality assurance.
- Strong organisational and communication skills.
- Ability to demonstrate effective leadership and decision-making.
- Full UK driving licence and access to a vehicle where required for the role.
Desirable
- Previous experience as a CQC Registered Manager.
- Experience of successfully supporting a service through CQC registration or inspection.
- Experience of mobilising or growing a new domiciliary care service.
- Experience working with local authority or NHS commissioned packages.
- Experience with complex care, dementia, learning disabilities or other specialist care provision.
- Experience with electronic care planning and monitoring systems.

Accountability

Pay: £35,000.00-£45,000.00 per year
