Registered Manager – Help Build a Brand-New Domiciliary Care Service
Location: Torquay, Devon
Hours: Approximately 20–25 hours per week initially, with flexible working and the opportunity to increase hours as the service grows
Salary: £23.08-£28.85 per hour depending on experience

Delphi Care Solutions is supporting the launch of an exciting new domiciliary care agency in Torquay, with a particular focus on providing outstanding, personalised support to older people and individuals living with dementia.
We are looking for either an experienced CQC Registered Manager or an accomplished senior care professional who is ready to take the next step, apply for registration and undertake the CQC Fit Person Interview.
This is not an opportunity to inherit someone else’s systems, culture or problems. It is a rare chance to help build a service properly from day one.
Working closely with the owner, you will help shape the values, culture and operating model of the agency. You will contribute to the CQC registration process, recruit and develop the initial care team, establish strong governance arrangements and help create a service in which compassionate, individualised care is embedded from the outset.
The role will initially involve approximately 20–25 hours per week. There is flexibility in how those hours are arranged, together with genuine scope for the role and working hours to grow as the business develops.
The agency will operate from an office overlooking beautiful Torquay Harbour—certainly not the worst view from which to build something exceptional.
What you will be doing
You will:

Lead and support the agency through the CQC registration process.

Work alongside the owner to shape the service, its values and its future direction.

Prepare for the CQC Fit Person Interview and support the development of the Statement of Purpose and other registration documentation.

Establish effective policies, procedures, governance and quality-assurance systems.

Ensure the service meets CQC regulations and the Fundamental Standards.

Develop a genuinely person-centred model of domiciliary care, with particular consideration for the needs of people living with different forms of dementia.

Recruit, induct, support and develop the initial care team.

Contribute to assessments and the onboarding of new clients.

Build positive relationships with local commissioners, health and social care professionals, private clients and community partners.

Help prepare the agency for launch and support its safe, sustainable growth.

Promote a culture in which clients are respected, staff feel valued and quality is never treated as a box-ticking exercise.
About you
We would love to hear from you if you:
-
Have at least five years’ experience in adult social care, including significant experience in a senior, supervisory or management position.

Are already registered with CQC as a manager or have the experience and confidence to apply for registration and undertake the Fit Person Interview.

Hold, are working towards or are prepared to complete the Level 5 Diploma in Leadership and Management for Adult Care, or an equivalent relevant qualification.

Have a strong understanding of CQC regulations, the Fundamental Standards and good governance.

Understand the complexities of supporting older people and individuals living with dementia.

Can combine warmth and empathy with sound professional judgement and clear accountability.

Are organised, resourceful and comfortable helping to build new systems and ways of working.

Communicate confidently with clients, families, staff and external professionals.

Share the owner’s ambition to create a service that is personal, responsive and worthy of the trust placed in it.
It would be particularly helpful if you have

Experience of opening, registering or developing a new care service.

Previous involvement in a CQC registration application or Fit Person Interview.

Experience within domiciliary care.

Knowledge of local care networks and commissioners across Torbay.

Experience in business development, community engagement or growing a care service.

Multi-site, regional, project-management or consultancy experience.
