Are you a Senior Building Surveyor looking to lead complex projects, influence investment decisions, and deliver meaningful improvements across a diverse property portfolio?
Swindon Borough Council is seeking a highly motivated Senior Building Surveyor to join our Technical Services team within the Prevention & Communities Directorate. This is a key role providing professional expertise in the inspection, maintenance, improvement and management of the Council's property assets, whilst helping to ensure they remain safe, compliant and fit for the future.
As one of our senior technical specialists, you will lead the delivery of complex surveying projects, oversee significant works programmes, manage high-value contracts, and provide expert advice to colleagues, stakeholders and senior leaders.
The Role
As Senior Building Surveyor, you will act as a subject matter expert in building surveying, applying advanced professional knowledge to support the Council's property portfolio.
Key responsibilities include:
- Undertaking complex building inspections, condition surveys and technical investigations.
- Diagnosing building defects and recommending practical, cost-effective solutions.
- Producing specifications, schedules of works and tender documentation.
- Managing high-value and technically complex contracts from inception through to completion.
- Monitoring contractor performance and delivering against programme, budget and quality objectives.
- Acting as the Council's technical representative in disrepair claims, property-related litigation and other formal proceedings where required.
- Fulfilling Client and Principal Designer duties under CDM 2015.
- Providing technical advice to internal teams, senior management, elected members and external stakeholders.
- Supporting service improvement, innovation and effective asset management across the Council's property portfolio.
What We're Looking For
We're looking for a knowledgeable and commercially aware Senior Building Surveyor who can combine technical excellence with strong project and stakeholder management skills.
You will have:
- A degree in Building Surveying or an equivalent professional qualification.
- Significant post-qualification experience in building surveying, construction, asset management or property services.
- Strong knowledge of building pathology, construction technology and building maintenance.
- Experience delivering projects through all RIBA stages and managing complex works programmes.
- Experience administering and managing JCT and/or NEC contracts.
- A sound understanding of Building Regulations, CDM, HHSRS and associated legislative requirements.
- Excellent communication, influencing and problem-solving skills.
- The ability to balance technical requirements, risk management and value for money considerations.
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
The ability to travel throughout the Borough will be required and access to a car to visit customers in their homes.
