The Royal Orthopaedic Hospital NHS Foundation Trust (ROH) have an exciting and permanent opportunity for an enthusiastic and motivated individual to join our Operational Emergency Planning Team. This role is based on site at the ROH in Birmingham; the role is available to non-clinical candidates.
As a pivotal member of the Emergency Preparedness, Resilience and Response (EPRR) Team, the post holder will support the delivery and day-to-day management of the Trust’s EPRR Agenda.
The postholder will be required to act autonomously in interpretation of Policy and Strategy and to set the goals and standards to be achieved by the Trust, in ensuring the Trust is adequately prepared in these areas and is able to interpret National standards and guidance; ensuring Trust compliance with the Civil Contingencies Act 2004, NHS England’s EPRR
Framework, NHS Core Standards for EPRR and other NHS and non-NHS legislation and guidance surrounding EPRR delivery.
There will be a requirement to work collaboratively with internal and external partners including, but not restricted to, the Integrated Care Board (ICB), UK Health Security Agency (UKHSA), the Local Authority, Emergency Services, NHS England, partner and neighbouring
organisations.
- Manage and ensure compliance against the EPRR Work Programme.
- Ensure compliance against legislation and guidance relevant to EPRR delivery.
- Responsible for the annual NHS Core Standards for EPRR Assurance self-assessment to demonstrate compliance with statutory requirements, and an annual presentation to the ICB and NHS England Regional Team. Where compliance is not achieved, oversee the production of plans and processes to address any highlighted vulnerabilities.
- Responsible for the preparation of the annual ROH EPRR Board Report.
- Provide expert advice, information and support to Executive Directors, Committees and other staff on matters relating to Emergency Planning and ensure the Trust is kept informed of related national and regional strategic issues.
- Responsible for the EPRR Policy, Business Continuity Plan and Policy, Incident Response Plan, and subsequent response plans for specific incident types ie Evacuation and Shelter, Adverse Weather, Communications etc.

The post holder will ensure that the Trust’s EPRR and Business Continuity arrangements reflect changing guidance and other developments across the Trust and local system, risk is assessed and managed, planning arrangements are effective and suitable training and exercising programmes are in place to ensure that the Trust is appropriately prepared to respond in the event of an incident, emergency or disruption to services.
