ABOUT KASKOSAN
KaskoSan is a Romani-led organisation based in Greater Manchester, dedicated to improving the lives of Romani communities through advocacy, research, education, cultural production and community development.
Since 2014, we have supported more than 1,000 Romani families across Greater Manchester, helping people overcome barriers to healthcare, education, housing, welfare, safeguarding and other public services.
We are the only organisation in the UK delivering sustained frontline support directly in multiple Romani language dialects. This unique approach enables us to build trust with communities that are often excluded from mainstream services because of language barriers, discrimination and anti-Gypsyism.
Our work combines direct advocacy with systems change. We collaborate with NHS organisations, local authorities, universities and voluntary sector partners, delivering research, cultural competency training and community engagement that improves professional understanding of Romani communities.
KaskoSan has pioneered a number of nationally recognised cultural productions, including the first professional Romani-language animation, theatre productions, documentaries and educational resources. Our films and digital content have reached over 30 million viewers, and our social media platforms engage more than 80,000 followers.
We are now recruiting a Project Manager to lead our newly funded three-year National Lottery Community Fund project, Empowering Roma Communities in Greater Manchester.
ABOUT THE ROLE
This is an exciting opportunity to lead an innovative project supporting Romani families across Bolton, Oldham and Rochdale.
You will oversee all aspects of project delivery, supervise staff, manage budgets, develop partnerships and ensure the project delivers meaningful, measurable outcomes for Romani communities.
The successful applicant will become KaskoSan's lead representative, working with local communities, statutory organisations, universities and national partners.
This role requires exceptional communication skills, strong leadership and a deep understanding of Romani language, culture and identity.
KEY RESPONSIBILITIES
- Lead the overall delivery of the Empowering Roma Communities project.
- Line manage three Community Advocates and a Project Documentation Officer.
- Coordinate delivery across Bolton, Oldham and Rochdale.
- Monitor budgets and ensure project expenditure remains within agreed allocations.
- Produce monitoring reports for the National Lottery Community Fund.
- Build and maintain partnerships with NHS organisations, local authorities, universities and voluntary sector organisations.
- Support complex casework where required.
- Ensure safeguarding procedures are followed at all times.
- Coordinate outreach, community engagement activities and workshops.
- Oversee project monitoring systems, data collection and evaluation.
- Support the production of blogs, case studies and project documentation evidencing impact.
- Represent KaskoSan at meetings, conferences and public events.
- Deliver presentations and cultural competency training to professionals.
- Promote equality, inclusion and challenge anti-Gypsyism through all aspects of project delivery.
- Ensure all delivery reflects KaskoSan's values, quality standards and organisational policies.
PERSON SPECIFICATIONEssential
Applicants must demonstrate:
- University educated (degree subject not specified).
- Fluency in the principal Romani dialects spoken across Greater Manchester, including Horse Dealer (Lovari), Coppersmith (Kalderash), Saladitka Romani and Carpathian Romani.
- Outstanding spoken communication skills across diverse audiences.
- Deep knowledge and lived understanding of Romanipe and Pachiv, with the ability to integrate these principles into everyday project delivery.
- Extensive experience working directly with Romani communities.
- Proven track record of delivering measurable outcomes for Romani communities across Greater Manchester.
- Significant experience supporting highly vulnerable individuals and families experiencing crisis.
- Experience managing complex casework involving housing, welfare, health, education and safeguarding.
- Experience managing projects, budgets and reporting requirements.
- Excellent organisational and leadership skills.
- Experience supervising staff and volunteers.
- Strong partnership working skills.
- Excellent written and verbal English.
- Good digital and administrative skills.
- Commitment to equality, inclusion and challenging anti-Gypsyism.
Desirable
- Full UK driving licence.
- Access to own vehicle.
- Experience delivering National Lottery funded projects.
- Experience producing reports, case studies and impact evidence.
- Experience working with NHS organisations, local authorities or universities.

- Knowledge of monitoring and evaluation systems.
- Experience using Microsoft 365 and cloud-based project management systems.
EMPLOYMENT DETAILS
- Salary: £30,000–£32,000 per annum (depending on experience and qualifications)
- Hours: Full-time (37 hours per week)
- Contract: Fixed-term until 31 July 2029
- Location: Hybrid working across Greater Manchester (Bolton, Oldham and Rochdale)
- Working pattern: Flexible, combining community-based, office-based and home working
- Annual leave: 25 days plus bank holidays
- Pension: Workplace pension
- DBS: Appointment subject to an Enhanced DBS check
