Service Coverage: Royal Borough of Kingston upon Thames, Richmond upon Thames, Merton and Sutton.
2. About the Role
Harbour Edge Care is seeking an experienced, compassionate and motivated Registered Manager to lead and manage our domiciliary care service.
The Registered Manager will have overall responsibility for the day-to-day delivery, management, quality, compliance and performance of the service. The successful candidate will ensure that people receive safe, effective, person-centred care that meets regulatory requirements and promotes positive outcomes.
As the Registered Manager, you will share legal responsibility with the provider in meeting the requirements of the Health and Social Care Act 2008 and Care Quality Commission (CQC) regulations and will act as a key contact for the service.
You will provide strong leadership, support continuous improvement, develop the workforce, maintain compliance with regulatory standards and contribute to the growth and success of the organisation.
3. Job Summary
The Registered Manager will be responsible for the overall leadership, management and performance of Harbour Edge Care’s domiciliary care service. The post holder will ensure the delivery of safe, effective, high-quality and person-centred care, while maintaining full compliance with Care Quality Commission (CQC) regulations, the Health and Social Care Act 2008 and all relevant legislation. The Registered Manager will act as the key operational lead for the service and will share responsibility for ensuring that regulatory standards are consistently met.
Working closely with the Directors, the Registered Manager will oversee the day-to-day running of the service, including care planning, quality assurance, safeguarding, staff management, service development and continuous improvement. They will provide strong leadership to the care team, fostering a positive, accountable and supportive culture that promotes dignity, independence and positive outcomes for the people we support.
The successful candidate will be an experienced health and social care professional with a thorough understanding of CQC requirements and a commitment to delivering outstanding care. They will demonstrate the qualifications, competence, skills and experience required to manage a regulated activity, build effective relationships with service users, families and professionals, and contribute to the sustainable growth and success of the organisation.

4. Duties and Responsibilities
Regulatory Compliance and Governance
· Maintain full compliance with CQC regulations and all relevant legislation, including the Health and Social Care Act 2008.
· Act as the Registered Manager for the domiciliary care service.
· Ensure the service continuously meets CQC Fundamental Standards.
· Prepare for and manage CQC inspections and implement improvement actions where required.
· Ensure all policies, procedures and practices reflect current legislation and best practice.
Service Management
· Take overall responsibility for the day-to-day operation of the domiciliary care service.
· Lead the delivery of safe, effective, caring, responsive and well-led services.
· Maintain high standards in care planning, risk assessments, medication management and safeguarding.
· Ensure continuity, quality and consistency of care delivery.
People Management
· Lead recruitment, induction, supervision, appraisal, retention and performance management of staff.
· Develop a positive, accountable and person-centred culture.
· Ensure staff receive appropriate training, competency assessments and professional development opportunities.
· Maintain safe staffing levels and effective workforce planning.
Quality Assurance
· Conduct regular audits, spot checks, service reviews and quality monitoring activities.
· Analyse performance data and identify opportunities for service improvement.
· Manage complaints, incidents, accidents and safeguarding concerns appropriately and in accordance with company policies and statutory requirements.
Stakeholder Engagement
· Build and maintain positive relationships with service users, families, healthcare professionals, local authorities and other stakeholders.
· Promote excellent communication and partnership working.
· Represent the organisation professionally at meetings and external events where required.
Business Development
· Work with the Directors to support sustainable service growth.
· Monitor operational performance and contribute to achieving service objectives.
· Support the development of new business opportunities and service improvement initiatives.
Confidentiality, Data Protection and Information Governance
The post holder will maintain the confidentiality of information relating to service users, employees, the organisation and its business activities at all times. Information must only be accessed, used, stored and shared where authorised and in accordance with Harbour Edge Care policies and applicable legislation, including the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.
The post holder must ensure that all records, whether electronic or paper-based, are maintained accurately, securely and confidentially. Any unauthorised disclosure of confidential information may result in disciplinary action and could constitute a breach of legal and regulatory requirements.
The post holder will comply with all organisational information governance requirements, policies and procedures and will undertake any mandatory training relating to data protection and confidentiality.

Infection Prevention and Control
The post holder will support Harbour Edge Care's commitment to infection prevention and control by adhering to all relevant policies, procedures, training requirements and best practice guidance.
This includes maintaining high standards of hygiene, the safe use of personal protective equipment (PPE), effective hand hygiene practices and compliance with current infection prevention and control requirements applicable to domiciliary care services.
Risk Management
The post holder will support a proactive approach to risk management by identifying, assessing and managing risks associated with the delivery of care and business operations.
They will ensure that incidents, accidents, near misses, complaints, safeguarding concerns and other significant events are reported, recorded, investigated and managed in accordance with organisational policies and regulatory requirements. Lessons learned should be used to support continuous improvement and reduce future risk.
Safeguarding
The post holder has a responsibility to safeguard and promote the welfare of adults at risk, children and young people where applicable. They must comply with safeguarding legislation, local procedures and Harbour Edge Care policies and ensure that concerns are identified, reported and acted upon promptly.
Learning and Development
The post holder will participate in mandatory training, continuing professional development and any other learning activities required to maintain professional competence and support effective service delivery.

Person Specification
Essential
- Level 5 Diploma in Leadership and Management for Adult Care (or equivalent), or willingness to work towards achieving the qualification.
- Ability to meet CQC requirements for registration as a Registered Manager.
- Enhanced DBS check, satisfactory references and right to work in the UK.
- Proven management experience within a health or social care setting.
- Experience working within a CQC-regulated service.
- Experience leading, supervising and developing care staff.
- Experience in safeguarding, care planning, medication management and risk management.
- Strong understanding of CQC regulations, Fundamental Standards and relevant health and social care legislation.
- Sound knowledge of person-centred care, quality assurance and continuous improvement.
- Excellent leadership, communication, organisational and problem-solving skills.
- Ability to manage competing priorities and make sound decisions in a fast-paced environment.
- Ability to build positive relationships with service users, families, professionals and external stakeholders.
