An exciting opportunity has arisen for an experienced and motivated Registered Care Manager to lead the development, registration and operational management of a brand-new CQC-regulated Domiciliary Care and Supported Living service.
We are looking for someone with a proven track record in delivering high-quality care and, ideally, experience of establishing or registering new services. Working alongside the Directors, you will play a pivotal role in taking the organisation from initial registration through to successful mobilisation, business growth and achieving outstanding standards of care.

Key Responsibilities
As the Registered Care Manager, you will:
- Lead and support the CQC registration process through to approval.
- Assist in developing the service from start-up to operational delivery.
- Ensure compliance with the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 and all relevant legislation.
- Develop and maintain robust governance, quality assurance and auditing systems.
- Recruit, lead, mentor and develop a competent and compassionate staff team.
- Ensure safe staffing levels and effective workforce planning.
- Develop high-quality care planning, risk management and person-centred support systems.
- Promote safeguarding, dignity, equality and positive outcomes for people using the service.
- Build relationships with local authorities, Integrated Care Boards (ICBs), commissioners, healthcare professionals and community partners.
- Participate in business development activities, including networking and promoting the service.
- Monitor budgets, occupancy, staffing and performance indicators.
- Prepare for and lead CQC inspections while driving continuous quality improvement.
Essential Requirements
Applicants must demonstrate:
- Previous experience as a Registered Care Manager or an experienced Deputy Manager ready to register.
- Comprehensive knowledge of CQC regulations and the Fundamental Standards.
- Sound understanding of:
- Health and Social Care Act 2008 (Regulated Activities) Regulations 2014
- Care Quality Commission (Registration) Regulations 2009
- Duty of Candour
- Mental Capacity Act 2005
- Deprivation of Liberty Safeguards (DoLS) and Liberty Protection Safeguards (where applicable)
- Safeguarding Adults procedures
- Safer recruitment requirements
- Health and Safety legislation
- Medication management
- Infection Prevention and Control
- Excellent leadership and people management skills.
- Experience managing compliance, audits and quality assurance systems.
- Strong communication, organisational and IT skills.
- Ability to work independently while contributing to strategic growth.
- Full UK driving licence with access to a vehicle.
Qualifications
Applicants should hold:
- Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services (Adult Management) or the Level 5 Diploma in Leadership and Management for Adult Care, or be actively working towards an accepted Level 5 qualification.
- A relevant health or social care qualification.
- Evidence of ongoing professional development.
Desirable Experience
- Successfully registering or mobilising a new CQC-regulated service.
- Managing both Domiciliary Care and Supported Living services.
