Compliance Manager- JOB DESCRIPTION
Responsible to: Regional Manager
JOB PURPOSE
As Compliance Manager you will lead the organisation's quality assurance, governance and compliance framework across all services. You will independently audit every service against the organisation's audit programme and CQC requirements, provide assurance to the Nominated Individual and Board, identify risks, support continuous improvement and promote high quality, safe and person centred care. You will also participate in the organisation's on call management rota to provide operational support and decision making outside normal working hours.
DUTIES & RESPONSIBILITIES Compliance
1. Ensure compliance with legislation, CQC regulations, the Single Assessment Framework and organisational policies.
2. Lead mock CQC inspections and service readiness reviews.
3. Monitor compliance, quality risks and regulatory actions across all services.
4. Maintain evidence to demonstrate compliance and support CQC inspections.
5. Support compliance with Safeguarding, Health and Safety, Fire Safety, Infection Prevention and Control, Data Protection and other statutory requirements.
Quality Assurance
1. Implement and continuously develop the Quality Assurance Framework.
2. Develop, deliver and maintain the annual quality assurance and audit programme.
3. Complete scheduled and unannounced audits across every service in line with the annual audit programme and organisational requirements.
3. Complete audits across all registered services including care plans and person centred care, medicines management, Mental Capacity Act and DoLS, safeguarding, risk assessments, Positive Behaviour Support, incidents, accidents and near misses, complaints and compliments, Health and Safety, Fire Safety, Infection Prevention and Control, recruitment and staff files, training compliance, staff supervision, appraisal and competency, staffing and dependency, record keeping and documentation, governance systems, policies and procedures, environmental standards, restrictive practice, service user, relative and stakeholder feedback, finances and financial governance.
4. Complete thematic audits where trends, concerns or risks are identified.
5. Produce monthly, quarterly and annual quality assurance and governance reports.
6. Analyse quality data, identify trends and recommend improvements.
7. Monitor audit action plans and complete follow up audits to ensure improvements have been embedded.
Service Improvement
1. Develop quality improvement plans following audits, inspections and investigations.
2. Support Managers to improve compliance, quality and outcomes.
3. Monitor completion of improvement actions and provide assurance they have been sustained.
4. Share learning and good practice across services.
5. Support services to prepare for CQC inspections.
Team Management & Leadership
1. Coach and support managers to improve quality and compliance.
2. Promote a positive culture of learning, openness and continuous improvement.
3. Provide guidance on legislation, best practice and regulatory requirements.
4. Lead quality meetings and contribute to governance meetings where required.
Resource Management
1. Monitor quality KPIs, audit outcomes and performance indicators.
2. Maintain the organisation's audit schedule, quality systems and governance records.
3. Use quality assurance resources effectively to support continuous improvement.
4. Escalate significant quality risks to the Regional Manager, Registered Manager, and Nominated Individual.
5. Participate in the organisation's on call rota, providing management support, advice and decision making for emergencies, safeguarding concerns, serious incidents and operational issues outside normal working hours.
PERSON SPECIFICATION Desirable Qualifications
· Level 5 Diploma in Leadership and Management for Adult Care (or working towards).
· Safeguarding Adults Level 3.
· Full UK Driving Licence.
· Lead Auditor or Quality Improvement qualification.
· Qualification in Health and Safety, Clinical Governance or Quality Improvement.
Essential Experience
· Adult social care management.
· Experience of CQC inspections and the Single Assessment Framework.
· Quality assurance and auditing across multiple services.
· Developing and implementing quality improvement plans.
· Producing governance reports and analysing quality data.
· Supporting Registered Managers to improve compliance.
· Knowledge of safeguarding, Mental Capacity Act, DoLS and relevant legislation.
· Experience of investigating incidents, complaints and safeguarding concerns.
- Experience of auditing multiple registered services.
- Experience of participating in an on-call management rota and responding to emergencies, safeguarding concerns and serious incidents.
Essential Knowledge and Skills
· Excellent knowledge of CQC regulations and adult social care legislation.
· Strong auditing, analytical and report writing skills.
· Excellent communication and coaching skills.
· Ability to identify trends, manage risk and drive improvement.
· Good IT skills including Microsoft Office and electronic care systems.
· Ability to work independently and prioritise workload.
· Excellent organisational and time management skills.
