Job Introduction
About Us
Oxfordshire County Council is committed to improving outcomes for our communities through innovation, data‑driven decision‑making, and a culture that values learning, kindness, integrity, responsibility, and doing things differently. Our HR Data & Insight Team plays a central role in helping services understand their workforce, identify trends, and make evidence‑based decisions. We work collaboratively across the organisation, supporting colleagues with high‑quality information, analytical insight, and user‑friendly reporting tools that empower services to act with confidence.
About the Role
As a Senior Data and Insight Specialist, you will play a key part in transforming raw data into meaningful insight that supports strategic workforce planning and organisational decision‑making. Working closely with the Data & Insight Team Manager and Strategic People Partners, you will extract, manipulate, and interpret data from multiple systems—including SAP, IBC and other management information systems—to develop high‑quality reporting and analytics.
A significant element of the role will involve designing and delivering intuitive front‑end Power BI dashboards, ensuring information is clear, coherent, and tells a compelling story. You will work with large and complex datasets, apply advanced Excel skills, and ideally utilise DAX to optimise data models. Experience with SQL queries would be a strong advantage. Your analysis will help shape solutions, identify root causes, and support continuous improvement across the Council.
About you
You are an analytical thinker with a passion for turning data into actionable insight. You have strong technical skills in data manipulation, modelling, and visualisation, with experience using Power BI to create accessible, user‑focused dashboards. You are confident working with multiple data sources, comfortable using Excel to a high standard, and ideally familiar with DAX and/or SQL.
You can communicate complex information in a clear and engaging way, supporting colleagues at all levels to understand and use data effectively. You are curious, proactive, and solutions‑focused—able to anticipate issues, recommend improvements, and influence positive change. You enjoy collaborative working, can manage competing priorities, and take pride and accountability in delivering high‑quality work that supports evidence‑based decisions.
Rewards and benefits
Working for Oxfordshire County Council means working for a supportive organisation that values flexibility, wellbeing, and professional development.
You will benefit from a competitive salary, generous annual leave, access to the Local Government Pension Scheme, and a range of employee benefits including flexible working options, professional learning opportunities, staff networks, and wellbeing resources.
You will be part of a team that invests in your growth and empowers you to make a meaningful impact across the organisation.
Your office base may be subject to change as we are currently transitioning between temporary and permanent office locations due to the closure of County Hall. If this is applicable to you, you will be notified, but no reimbursement will apply in respect of travel.
