About the role
Project summary: The Inclusive Ownership project is a new five-year UK-wide partnership programme that aims to grow community ownership and democratic forms of ownership in places that have often been excluded from economic power and wealth creation. Cwmpas will lead work to strengthen the evidence base for community ownership, community-led housing, co-operatives, social enterprises and other inclusive ownership models. The project will support communities, policymakers and practitioners to understand how these approaches can create more resilient local economies, build community wealth and give people greater influence over the assets and services that shape their lives.
Job summary:
The Policy Officer will drive policy, research and advocacy activity for the Inclusive Ownership project in Wales, translating community experience and evidence into practical recommendations that help grow community ownership and build community wealth.
Responsibilities:
1. Drive policy development activity for the Inclusive Ownership Project in Wales.
2. Undertake research and evidence gathering relating to community ownership, community-led housing, social enterprise and co-operatives, community wealth building and democratic ownership.
3. Monitor Welsh Government, UK Government and local authority policy developments relevant to the project.
4. Prepare policy briefings, consultation responses, reports and discussion papers.
5. Work with delivery partners to ensure policy recommendations are informed by practical experience and project learning.
6. Contribute Welsh evidence and insight to cross-nation learning, knowledge exchange, and policy development activity.
7. Build relationships with Welsh Government officials, elected representatives, local authorities, and sector partners.
8. Design and facilitate inclusive, qualitative evidence-gathering and co-production activity, ensuring that the experiences and priorities of communities shape the project’s policy recommendations.
9. Support policy developments and networks in the social enterprise and co-operative sector.
10. Represent the project at conferences, events and external meetings.
11. Support advocacy and influencing activity aimed at removing barriers to community ownership.
12. Capture and analyse learning emerging from project activity and contribute to project reporting requirements and funder updates.
13. Develop and disseminate case studies and evidence demonstrating the impact of inclusive ownership approaches to policymakers, practitioners and communities via blogs, social media updates, publications and presentations.
14. Work with communications colleagues and project partners to share learning across Wales and the wider UK.
15. Any other duties which could be reasonably considered commensurate with the role, or necessary for the smooth running of the business.
Qualifications
You will have a good standard of general education with either a degree, a relevant professional qualification or equivalent professional experience.
Knowledge/ experience
- You will have a detailed understanding of devolution, the Senedd and Welsh Government Experience of working in a policy role, policy development, public policy, research or advocacy.
- You will have a detailed understanding of how to effectively influence policymakers within Wales and carry out policy campaigns with optimal impact.
- You will have significant experience of preparing policy reports, consultation responses, case studies and information briefings.
- Experience engaging with government, public bodies or sector stakeholders.
- Experience of communicating with a wide range of audiences – including writing and public speaking.
- Experience facilitating meetings, workshops or stakeholder engagement activities.
- Understanding of community ownership, community-led development, co-operatives, housing policy or community wealth building
- Experience working with and advocating for grassroots community organisations
