Billable Works Manager / Project Manager – RAF Valley

We are seeking an experienced and motivated Billable Works Manager / Project Manager to join our growing team at RAF Valley. This is an excellent opportunity for a driven individual with a strong background in project management, construction, engineering, or facilities management who is looking to take ownership of a diverse portfolio of works within a prestigious MOD environment.
The successful candidate will be responsible for managing a wide range of small project works across the contract, including electrical, mechanical, and building projects. You will oversee the entire project lifecycle, from initial client engagement, tendering, and quotation stages through to delivery, final completion, and financial close-out.
This role requires excellent organisational skills, commercial awareness, and a proactive approach to ensuring projects are delivered safely, on time, within budget, and to the highest quality standards.
Job Overview
You will be responsible for the management and delivery of Billable Works projects across RAF Valley, including:
- Managing multiple project works across electrical, mechanical, and building disciplines
- Preparing and reviewing quotations, estimates, and tender submissions
- Liaising with clients, subcontractors, and internal teams throughout the project lifecycle
- Planning, coordinating, and monitoring project delivery from conception to completion
- Managing project budgets, costs, and financial reporting
- Ensuring works are completed within agreed timescales and contractual requirements
- Conducting site inspections and monitoring quality standards
- Managing subcontractor performance and ensuring compliance with project specifications
- Producing project documentation, reports, and completion records
- Supporting business growth by identifying opportunities for additional works and service improvements
Health & Safety Responsibilities
Health and Safety is a fundamental aspect of this role. The successful candidate will be expected to actively promote and drive a positive safety culture across the contract by:
- Ensuring all projects are delivered in full compliance with Health & Safety legislation and company procedures
- Reviewing and approving risk assessments and method statements (RAMS)
- Conducting site audits and safety inspections
- Promoting safe systems of work across all project activities
- Working closely with operational teams to maintain high safety standards at all times
- Ensuring all contractors and suppliers comply with site safety requirements and MOD regulations
Requirements & Qualifications
We are looking for a confident and capable Project Manager with strong leadership skills and a proven track record in project delivery. The ideal candidate will have:
- Previous experience in a Project Manager or Billable Works Manager role
- Experience managing construction, building services, FM, or engineering projects
- Strong understanding of electrical, mechanical, and building works
- Experience preparing quotations, tenders, and managing project costs
- Good commercial awareness and budget management skills
- Excellent communication and stakeholder management abilities
- Strong organisational and problem-solving skills
- Thorough understanding of Health & Safety legislation and best practice
- Experience producing and reviewing RAMS
- Proficiency with Microsoft Office and project management systems
- Full UK Driving Licence
Desirable Qualifications
- SMSTS or SSSTS qualification
- IOSH Managing Safely or NEBOSH Certificate
- Prince2, APM, or equivalent Project Management qualification
- Experience working within MOD environments or secure sites

Please Note: All engineers must be able to pass BPSS Security Clearance to work on Ministry of Defence establishments. Participation in an out-of-hours call-out rota will be required as part of this role.
Pay: £45,000.00-£50,000.00 per year
