Building Control Interim Lead
Location: Northampton / North Northamptonshire
Rate: £68.16 per hour PAYE / £95.00 per hour Umbrella
Contract: Temporary, 3 months initially
Hours: 37 hours per week, Monday to Friday
Working Pattern: Hybrid, with a minimum of 3 days per week attending the office and carrying out visits across North Northamptonshire

Sanctuary Personnel are currently recruiting for an experienced Building Control Interim Lead to take operational responsibility for the delivery of Building Control services across North Northamptonshire.
This is a senior interim opportunity for an experienced Building Control professional to lead teams, provide strategic and technical guidance, ensure compliance with Building Safety Regulations and drive service improvement, transformation and commercial development.
Key Responsibilities
- Lead and manage the Building Control service across North Northamptonshire.
- Provide professional advice and guidance on Building Control, Building Safety and associated statutory requirements.
- Ensure the service remains compliant with relevant Building Control and Building Safety legislation.
- Lead the implementation of the Building Safety Levy.
- Develop and deliver strategies to market and promote Building Control services and increase market share.
- Lead the implementation and maintenance of service quality assurance standards, ensuring compliance with Building Safety Regulator (BSR) requirements.
- Support the development and delivery of service strategies and wider organisational priorities.
- Drive transformation, organisational change and continuous improvement through digital technologies and best practice.
- Lead on Health and Safety management, ensuring services are effectively managed and legally compliant.
- Support Civil Contingencies, Business Continuity and emergency planning arrangements.
- Represent the organisation with external stakeholders, partners and contractors.
- Manage service performance against financial, operational and revenue targets.
- Oversee effective forecasting, financial analysis and budget management.
- Develop and monitor performance management frameworks and reporting.
- Manage service risks and ensure appropriate systems are in place to monitor compliance and operational risks.
- Lead procurement and contract management strategies, ensuring value for money and service improvement.
- Oversee consultants, contractors and teams to ensure appropriate technical and contract management procedures are followed.
- Lead, motivate and develop Building Control, Technical and Business Support teams.
- Develop effective customer reporting and feedback processes to support continuous improvement.
- Promote customer focus, best value and high-quality service delivery.
Candidate Requirements
The successful candidate will have:
- A relevant professional degree, diploma or equivalent qualification in Building Control, Building Surveying, Civil or Structural Engineering, Building Studies or a related discipline.
- Registration as a Building Inspector with the Building Safety Regulator (BSR) at an appropriate level.
- Membership of a relevant professional body such as RICS, CIOB, CABE, ICE or IStructE.
- Extensive experience of successfully managing Building Control and/or Building Surveying services at a senior level.
- Strong knowledge of Building Control and Building Safety legislation and requirements.
- Experience working within a public sector or local government environment.
- Strong contract and project management experience.
- Proven experience of leading organisational change and developing high-performing teams.
- Excellent service and business planning skills.
- Strong leadership, negotiation and influencing abilities.
- Excellent performance and financial management skills.
- Strong communication, presentation and IT skills.
- Experience developing effective relationships with customers, stakeholders, partners and contractors.
- Commercial awareness and experience of marketing or service development.
- A flexible and innovative approach to problem solving and service improvement.
- A full UK driving licence and access to a vehicle, with the ability to travel throughout North Northamptonshire, including at short notice.
