We are seeking an Executive Officer to oversee and enhance our Parish Council operational activities. The ideal candidate will play a crucial role in ensuring the efficiency and effectiveness of the Council’s business operations while helping to drive forwards strategic initiatives. This position requires strong leadership abilities, exceptional problem-solving skills, the ability to delegate where appropriate, and a keen understanding of business management principles.
You will work closely with the Chair of the Parish Council together with other Council members. In conjunction, you will be expected to develop strong working relationships with key members of local Authorities, other Parish Councils and the general public.
Responsibilities
- Develop and implement operational strategies to improve the overall performance of the Council; working with Councillors to coordinate various Committees and project working groups.
- Manage budgets, forecasts, and produce accurate and timely financial reports, for both Council and for the public; managing the Annual Governance and Accountability (AGAR) process and returns.
- Support Councillors in setting the precept.
- Manage a team of staff, including office staff, grounds staff, care takers and facilities operators; fostering a team spirit and culture of continuous improvement with a focus on professional development for all.
- Facilitate internal communications between the team to ensure alignment in order to meet the Council’s goals; delegating tasks where appropriate whilst maintaining oversight of activities.
- Oversee large multi-agency projects within Radcliffe.
- Management and supervision of grant applications and awards.
- Prepare detailed reports for the Council, outlining operational performance; making recommendation for improvements to maximise efficiency and enhance productivity.
- Ensuring transparency, promoting the aims and accomplishments of the Parish Council, liaising with local groups and members of the public.
- Conduct regular assessments of operational systems and procedures to ensure compliance with industry standards, regulatory requirements, and adherence to the legal framework for Town and Parish Councils (the 1972 Local Government Act).
Qualifications
- A degree in business administration, management, or a related field.
- Proven capability in business operations management or a similar role.
- Strong analytical skills with the ability to interpret data and make informed decisions.
- Excellent leadership and team management abilities.
- Experience of project management, including methodologies and tools.
- Exceptional communication skills, both written and verbal, with the ability to engage with stakeholders at all levels.
- Familiarity with budgeting processes and financial analysis is essential.
- A proactive approach to problem-solving with strong organisational and leadership skills.
- Must either hold Certificate in Local Council Administration (CILCA) or be prepared to study and achieve CILCA in a timely way.
- Must have or gain an understanding of the law regarding Local Government.
- Must be IT competent and be prepared to take on digital ownership of Council platforms, with a willingness to embrace advancing technologies in order to drive improvements.
Job Type: Full-time with a requirement for flexibility, including occasional weekends.

Work Location: In person. You will be based at the Grange, however the role may require some local travel.
Expected initial interview date w/c 10th August 2026
Pay: £35,000.00-£55,000.00 per year
