**Mersey Care NHS Foundation Trust currently has 2 full-time Clinical Team Manager vacancies within our CYPMHS service line. Warrington Mental Health Support Team (in schools) and Knowsley core community CYPMHS**
The post holder will carry managerial responsibility for the children’s community nursing team (CYPMHS), within the Community Care Division and be responsible for the overall standards which will include referral management and access, assessment of need and delivery of care within children’s community nursing.
The post holder will operate as part of an integrated multi-disciplinary team but be expected to be flexible in terms of travel to undertake duties.
The post-holder carries continuing responsibility for the assessment of care needs, the development, implementation and evaluation of programmes of care, and the setting of standards of care within that team.
The post holder will be aligned to CYP&F Children’s Community Mental Health Services and may be required to work flexibly across all divisional sites to provide response to the service needs of the physical and mental health clinical teams providing cover as directed by the Service Manager to ensure continuity of a quality service provision.

Responsible for the line management of the team within CYPMHS, this will include the development of clear leadership and supervision arrangements.

Ensure clinical standards are developed and maintained and that corrective action is taken where practice falls short of the desired standard.
Patient/Client Care
Manage care packages including holistic assessment, planning, monitoring and evaluation of complex care packages, utilising recognised models and tools.
Provide relevant clinical information, education and support children and young people, family members, carers and other relevant professionals.
Work in partnership with other health & social care / multidisciplinary team colleagues, voluntary and statutory organisations to ensure that the health and social
care needs of the service users in CYPMHS are identified.
Ensure all aspects of Care are delivered to the highest possible standard.
Be the primary contact for clinical issues including the coordination and facilitation of responses to concerns, incident reports and complaints and requirements for
performance information.
Responsibilities for Policy and Service Development
Participate and contribute to the management of infection control.
Actively participate and contribute to CYPMHS service development and delivery.
Actively participate and contribute to the national clinical networks.
Actively promote the clear articulation of MCT’s core values within CYPMHS
Assist with the development and implementation of local CYPMHS policies for the delivery of services in line with relevant NHS Quality Network standards, ensuring that they state what is expected of staff and the standard of service to be delivered to patients.
Ensure the implementation of agreed clinical governance and assurance processes are embedded within the team.
In conjunction with the Clinical Service Manager and Head of Operations identify practice development initiatives and take responsibility for their effective implementation.
Responsibilities for Finance
Ensure systems are in place to regularly monitor the budget within area of responsibility.
Predict and report on trends/potential deficits to the Clinical Service Manager.
Account for the delivery of a balanced budget at the end of the financial year by making effective and efficient use of resources. Adhere to and ensure compliance with
the financial guidance provided within the Trust ‘Budget Pack.’
Responsibilities for the workforce
To ensure the effective management of sickness and absence, leave allocation, disciplinary investigations, complaints and local post incident reviews.
Demonstrate high-level managerial and clinical decision-making skills providing a diverse range of specialist clinical care, underpinned by dence-based theory.
Assume responsibility for the provision of services in the CYPMHS in the absence of the operational manager and/or Clinical Service Manager delegating assessment and provision of individual patient programmes of care according to the team members’ clinical skills and competency.
Be responsible for ensuring an effective programme of induction for all new staff working within the defined clinical area is delivered.
Ensure all staff receive effective management and clinical supervision in accordance with Trust and locally agreed standards.
Maintain a high standard of safety, safeguarding the welfare of patients and staff in accordance with Trust requirements and Health and Safety legislation.
Be involved in the recruitment and selection, deployment and supervision of staff within area of responsibility. Ensure that appropriate staffing levels and skill mix are available to meet the changing needs of the service.
Ensure all staff have a personnel file which is up to date and accessible and that records within are reviewed and maintained regularly.
Be responsible for ensuring robust systems are in place to monitor sickness and absence and ensure that contact is maintained with staff who are on sick leave and that staff returning from sick leave receive appropriate support and return to work interview with appropriate documentation.
Be responsible for an effective system for ensuring that individual PACE plans for staff are delivered within defined area of responsibility.
Participate in a regular review of own performance and agree personal objectives and development needs with Operational Manager.
Actively contribute to the development and delivery of training programmes for staff.
Ensure staffs within area of responsibility comply with Trust and Service Mandatory training requirements.
Demonstrate an understanding of the L&OD requirements within the service and be responsible for ensuring that personal development plans, acknowledge and reflect the requirements for the model of care utilised within the post holder’s area of responsibility.
Be responsible for ensuring that the skills and expertise of staff within area of responsibility are reviewed regularly and that deficits are addressed via appropriate training.
Identify own learning needs, in consultation with your line manager, and attend relevant courses and study days to enhance personal development.
Attend and actively participate in an annual PACE review.
Responsibility for Information Resources
Collect and report statistical and other data as required for performance indicators (Trust).
