The Division

Financial Crime Compliance (FCC).

The role sits within FCC, which forms one of the three Divisions within UKEFs Legal, Environmental & Social and Compliance Group ("LEC").
FCCs primary purpose is to assist the Department in identifying, understanding, managing and mitigating risks related to financial crime. FCC provides advice to the Department in respect of these risks and in support of UKEF achieving its commercial objectives.

About the Role

As a Financial Crime Compliance Manager, you will support the development, maintenance and embedding of UKEFs Financial Crime Compliance framework. You will play a key role in ensuring that UKEF identifies, understands, and effectively mitigates its financial crime risks. This includes leading aspects of policy development, assurance, risk assessment, and capability building across UKEF.

You will work closely with colleagues across FCC, LEC, and the wider Department, as well as engaging with external stakeholders including other government bodies, industry representatives, and international partners.

The role post-holder will be expected to play a key role in the following:

Ensuring that staff across FCC, across UKEF, and across key stakeholders have the appropriate skills and knowledge to understand, manage and mitigate UKEFs financial crime risks.
Ensuring that internal and external stakeholders are assured that these risks are understood and are being managed effectively.
Ensuring that changes in the financial crime landscape that may impact on UKEF are anticipated, and to consider and formulate appropriate responses.
Ensuring that the UKEF FCC framework is understood and embedded across UKEF. This includes ensuring that the strategy, policies and procedures are up to date and implemented. They will be expected to work closely with colleagues in FCC and across the Department to achieve this
Supporting the delivery of the annual Financial Crime Risk Assessment conducted by FCC, as well as internal Assurance activity.
Ensuring any financial crime reports made to the Division are considered appropriately.
Working collaboratively across the team to ensure that the Division performs the full range of its activities both effectively and efficiently.

Main Activities

Policies, Processes and Procedures

Contribute to the ongoing and periodic review of UKEF policies relating to Financial Crime, to ensure that they are fit for purpose, effectively operated, and consistent (as appropriate given UKEFs role and remit) with best practice from across both Government and industry.
Ensure that processes and procedures to support the implementation of UKEF policies and practice (including the FCC Manual and other internal documentation) are created as necessary, agreed by stakeholders, updated, and maintained to a high standard of clarity and consistency.
Provide UKEF senior management with high quality written and oral analysis and advice in relation to policies, processes and procedures, and their application, taking into account the commercial deadlines to which UKEF operates.
Play a role in the production and interpretation of Management Information / Key Risk Indicators, its reporting to stakeholders and the formulation of plans to address any issues arising from it.
Play a role in the obtaining of external advice in line with Government procurement guidelines as may be required from time to time.
Contribute to ensuring UKEF compliance with the GovS013 Counter Fraud Functional Standard.

Transactions

Develop an understanding of UKEFs approach to transactional due diligence and its relevance to policy, risk, and assurance workstreams.
Provide support if needed to colleagues working on transactional cases where issues relate to policy matters, ensuring consistency between transactional and non‑transactional aspects of FCC.

Training

Play a role in formulating and delivering UKEFs internal training programme in respect of Financial Crime Compliance.
Take an active role in ensuring that training resources both within FCC and for other areas of UKEF are developed and maintained to a high standard, reflecting the financial crime risks that UKEF is subject to.
Seek feedback on the training provided and make recommendations for improvements as needed.
Encourage and facilitate a culture of continuous professional development in FCC, seeking and promoting relevant learning opportunities.

Risk assessment and assurance

Prepare documentation for, and assist in the review of, UKEFs Financial Crime Risk Assessment. Making proposals for any necessary amendments to UKEF policies, etc, which result from that Assessment, and ensure their effective implementation.
Contribute to internal assurance activity by FCC, to ensure that policies and procedures are followed across the Department.

Financial crime reports

Contribute to the review and consideration of reports made through UKEF's Financial Crime Reporting Framework or via the Department's Whistleblowing and Raising a Concern Framework where such reports relate to financial crime compliance matters.

Stakeholder engagement and external representation

Engage with stakeholders across UKEF to support the understanding and embedding of the FCC framework.
Where appropriate, represent UKEF and FCC in engagement with:
- other government departments and public bodies
- industry, including exporters and financial institutions
- other Export Credit Agencies
Contribute to FCCs transition to an intelligence‑led operating model.

Qualifications

Relevant qualification (International Compliance Association or equivalent) or significant demonstratable expertise in financial crime (A)

5 GCSE passes (including Maths and English) at Grade 4 (C) or above; or relevant professional experience (A)

The postholder must have, or demonstrate the ability to quickly obtain;

A full knowledge of UKEFs domestic statutory, regulatory and policy framework and the context of how government operates and UKEFs place in it (I, T)
