Lead the Delivery of Safe and Sustainable Communities
Rochdale Boroughwide Housing is looking for an experienced and inspiring Community Safety Service Manager to lead our Community Safety Service and make a meaningful difference to the lives of our customers and communities.
This is a high-profile leadership role responsible for shaping and delivering services across anti-social behaviour, domestic abuse, safeguarding, tenancy enforcement and community risk management. You'll play a pivotal role in ensuring customers feel safe in their homes, vulnerable individuals receive the support they need, and communities can thrive.
As our subject matter expert for community safety, domestic abuse and safeguarding, you'll provide strategic leadership, drive continuous improvement and work with partners across the region to deliver positive outcomes for customers.
As Community Safety Service Manager, you will:

Lead and develop a high-performing team responsible for community safety, anti-social behaviour, domestic abuse, safeguarding and tenancy enforcement services.

Drive a proactive, victim-centred and intelligence-led approach to service delivery, ensuring customers receive the right support at the right time.

Provide expert advice and guidance to colleagues, senior leaders and stakeholders on community safety, safeguarding and domestic abuse matters.

Oversee the management of complex and high-risk cases, balancing support, prevention and enforcement interventions.

Lead the organisation's safeguarding arrangements, ensuring robust governance, oversight and quality assurance processes are in place.

Ensure effective responses to domestic abuse, vulnerability, exploitation, hate incidents and tenancy-related harm.

Develop policies, procedures and service standards that support excellent customer outcomes and regulatory compliance.

Manage budgets, contracts and resources effectively, delivering value for money and operational excellence.

Build and maintain strong partnerships with local authorities, Greater Manchester Police, safeguarding boards, health partners and support agencies.

Use performance data, customer insight and emerging trends to inform decision-making and drive continuous improvement.
What We're Looking For
You'll be an experienced leader with a strong background in community safety, housing management, safeguarding or related field.
You will have:

Significant experience managing community safety, anti-social behaviour, tenancy enforcement or similar services.

Experience leading safeguarding and domestic abuse services and interventions.

A strong understanding of housing legislation, safeguarding responsibilities, anti-social behaviour legislation and regulatory requirements.

Experience managing complex, sensitive and high-risk cases.

Proven leadership experience with the ability to motivate, develop and support high-performing teams.

Experience of managing budgets, contracts and operational resources.

Excellent partnership-building, influencing and stakeholder management skills.

Strong analytical and decision-making abilities, with a focus on achieving positive outcomes for customers.

A full UK driving licence and access to a vehicle for business use is required.
A relevant housing, community safety or safeguarding qualification (such as CIH Level 4 or above) is desirable, as is professional accreditation in safeguarding, domestic abuse or community safety.
