CleanTech People are recruiting on behalf of our client for an experienced Leasehold Officer to join their Housing Income Management team.
This is an excellent opportunity for an experienced housing professional with a background in leasehold management, service charges, income recovery or tenancy management to support our client during an ongoing recruitment process.
The successful candidate will manage a portfolio of leaseholder and shared ownership accounts, maximise income collection, support customers experiencing financial hardship and ensure housing-related debts are managed in accordance with legislation, policies and best practice.
As a Leasehold Officer, you will:
Manage a portfolio of leasehold, shared ownership and service charge accounts.
Monitor, administer and recover housing-related income including service charges, ground rents and other tenancy-related debts.
Engage proactively with customers to prevent arrears from escalating and promote a payment-first approach.
Negotiate realistic repayment arrangements based on customers' financial circumstances.
Support customers experiencing financial hardship by identifying entitlement to benefits, discretionary financial assistance and other support services.
Provide advice on Universal Credit, Housing Benefit and other welfare support where appropriate.
Prepare, issue and administer service charge statements, notices, recovery documentation and associated correspondence.
Maintain accurate customer records, case notes and account information using housing management systems.
Liaise with legal services to prepare cases for debt recovery and attend County Court where required.
Serve appropriate legal notices and progress enforcement action in accordance with legislation and procedures.
Work collaboratively with Housing Management, Homeless Prevention, Anti-Social Behaviour teams and external partner agencies to support customers in sustaining their homes.
Respond professionally to leaseholder enquiries, complaints and disputes, providing excellent customer service at all times.
Carry out home visits where necessary, ensuring personal safety procedures are followed.
To be successful in this role, you will have:
Previous experience working within Social Housing, Housing Management, Income Management, Leasehold Services or Rent Recovery.
Experience managing leaseholder, service charge or housing-related accounts.
Experience recovering housing debt and negotiating sustainable repayment arrangements.
Experience supporting customers experiencing financial hardship or vulnerability.
Knowledge of leasehold management, housing legislation and landlord responsibilities.
Understanding of welfare benefits, Universal Credit or Housing Benefit (or the ability to quickly develop this knowledge).
Excellent communication, negotiation and conflict resolution skills.
Experience maintaining accurate records and using housing management or financial systems.
The ability to manage a varied caseload while meeting deadlines and performance targets.
Confidence working independently and collaboratively within a multi-disciplinary housing team.
Experience attending County Court or preparing legal documentation for debt recovery.
Knowledge of NEC Housing, CX Housing or similar housing management systems.
Housing qualification (or working towards one), such as NVQ Level 3 or equivalent.
Understanding of safeguarding responsibilities when supporting vulnerable residents.
£17.85 per hour PAYE.
Hybrid working arrangement.
Initial 3-month contract with the potential for extension.
