Proven Reoffending Analyst, Senior Executive Officer, Analysis Directorate Ministry of Justice
Overview
We have one role in the Reducing Reoffending Statistics team, within the Analysis Directorate. Roles are open to:
- Existing analysts from all professions (GSS/GORS) either on level transfer or on promotion.
- Other candidates that are not members of GSS and GORS professions but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.
Please note: this opportunity is only open to individuals currently employed within the Civil Service.
This role requires access to the MoJ extract of the Police National Computer. This is only accessible from our London HQ at 102 Petty France. This role is London based only and requires regular office attendance.
Specialist allowance
Due to the role(s) being analytical, those successful in recruitment will be eligible for a specialist allowance following an analytical interview based on the following values: SEO London: £500

- You have significant work experience evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this.
Interviews are likely to take place from September 2026 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

What you’ll do
SEO Role in Reducing Reoffending Statistics team
The Reducing Reoffending Statistics team is responsible for processing, analysing, and publishing data on our key reoffending datasets, as well as offering analytical insight to Ministers, policy colleagues and external customers.
Reducing reoffending is a strategic priority for the Ministry of Justice, and the statistics that analysts in this team produce are an essential part of this programme.
These statistics also facilitate policy decisions on a whole range of other topics, both across MoJ and externally, for example, including the impact of women in the Criminal Justice system and the development of drugs policy at the Home Office.
You will lead on the production of the Proven Reoffending Quarterly Statistics publication, which is an accredited Official Statistics publication. The reoffending measure is technically complex, relying on linking numerous data sources and coding in SQL and R.
You will also own and lead on your own analytical projects, applying your knowledge and skills to support decision-making. Recent examples include investigation into data quality for publishing reoffending on foreign national offenders, analysis using propensity score matching to investigate the impact of accommodation and employment on reoffending as well as analysis on the impact of varying the reoffending follow-up period to ensure robustness of the current measure.
Due to the high-profile nature of the topic area, the team also receives regular Parliamentary Questions (PQ) and Freedom of Information (FOI) requests whilst maintaining rigorous data assurance processes, so strong communication skills are required, along with the ability to prioritise multiple workstreams.
Additionally, t is the possibility of the post holder being able to line manage a HEO within the team.
The main activities and responsibilities of the jobholder are:
- Delivering, as part of the team, the quarterly Proven Reoffending Accredited Official Statistics publication in line with the Code of Practice for Statistics and tailored to meet intended purposes.
- Using the Police National Computer to extract reoffending data to produce timely analytical products for PQ/FOI responses, or ad-hoc requests, ensuring the data is fit-for-purpose, and the relevant caveats are communicated, while maintaining high quality data assurance processes.
- Develop detailed subject knowledge to lead high-quality conversations with internal and external stakeholders.
- Lead on an analytical project that feeds into the future reducing reoffending strategy, providing robust analysis and advice to support a range of stakeholders.
- Support essential data pipeline updates and development of automated processes to ensure accurate reporting of Accredited Official Statistics and to fully maximise modern data processing techniques.
- Apply statistical and data visualisation techniques to improve analytical outputs and convey complex ideas.
- Potential line management of one HEO.
Who you are
The following experience and skills will be required:
- Strong analytical ability, in particular robust data skills, including undertaking quantitative data analysis and presenting data effectively.
- Have strong written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts and practices to non-technical stakeholders.
- Experience of managing and developing others, prioritising and delegating tasks in line with organisational objectives.
- A self-starter with strong ability to plan and prioritise your own work with challenging and competing deadlines, whilst maintaining high-quality statistical outputs.
- Proficiency with both Excel and R programming language.
- Please note to safeguard the PNC extract, the successful applicant will be required to secure Non-Police Personnel Vetting (NPPV) Level 2 Clearance, which requires continuous residency in the UK for the previous 3 years at the point of NPPV application once in post. This role is only based at 102 Petty France, London.
The following experience and skills are desirable:
- Experience of working with SQL and Git, but this is not essential as training can be provided.
- Experience of working within the Ministry of Justice Analytical Platform environment.
- Experience of working with government data, and/or producing official statistics in accordance with the Code of Practice for Statistics.
- Experience of responding to PQs and FOI requests.

Selection Process
T will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.
Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills, and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.
The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.
