This role provides senior clinical leadership for all-age safeguarding, Special Educational Needs and Disabilities (SEND), vulnerabilities, and complex care across the Integrated Care Boards (ICBs). The
portfolio includes statutory duties for adults and children, oversight of complex case management, SEND responsibilities, and system-wide assurance, improvement and partnership working.
Leads the ICBs safeguarding, SEND and complex care functions, ensuring statutory compliance, high quality and safe care for vulnerable people (including children and young people with SEND), effective governance, and robust oversight of complex/high-cost cases. The postholder will be a registered clinician
(NMC/HCPC/GMC) and provide expert advice, strategic leadership, assurance, and oversight.
The postholder must hold a current valid registration with the Nursing and Midwifery Council.
Key Working Relationships
The post holder will need to build and maintain constructive working relationships with internal and external stakeholders, including but not limited to:
- Internal ICB staff including managers, colleagues, and senior management as appropriate
- National and regional colleagues at NHS England
- System partners, including portfolio leads, Local Authorities and Provider and Place Collaboratives in particular Acute Partners across University Hospitals of Leicester and Northamptonshire and Mental Health and LDA provider collaborative
- Non-NHS organisations
- Members of the public and service users as appropriate
- Matrix work across all other teams to address interdependencies and ensure alignment of mutual objectives. External consultancy, as required.
The Integrated Care Board (ICB) is a statutory NHS organisation responsible for planning, commissioning, and improving local health services.
As part of the LLR and Northamptonshire ICB Cluster , we are working collaboratively to develop a shared strategic operating model, strengthen system integration, and improve outcomes across Leicester, Leicestershire, Rutland, and Northamptonshire.
The CHC portfolio is a critical component of this, ensuring that individuals with the most complex health needs receive the right care, in the right place, at the right time, delivered in a way that is safe, personalised, and sustainable.

Drive implementation and delivery of the NHS Strategic Commissioning Framework and LNR Operating Model.
Provide strategic leadership of all-age safeguarding (Adults and Children) and SEND, ensuring compliance with legislation, codes of practice and multi-agency partnership arrangements.
Lead the ICB’s responsibilities for vulnerable groups, including children and young people with SEND, Looked After Children, Care Leavers, and adults at risk.
Ensure SEND statutory duties are met, including strategic oversight of health input to Education, Health and Care Plans (EHCPs), dispute resolution, and joint commissioning
Provide clinical leadership and oversight of complex care and individually high-cost cases
Establish and maintain governance, risk management and reporting to the ICB Board and relevant committees.
Lead development and implementation of safeguarding, SEND and vulnerability-related frameworks, policies and procedures (MCA, Prevent, Domestic Abuse, Liberty Protection Safeguards).
Act as senior professional lead for Designated/Named safeguarding professionals and Designated Clinical Officers (SEND), with line management, supervision, and workforce development responsibilities.
Coordinate learning from statutory reviews (SARs, CSPRs, DHRs) and SEND inspections, ensuring dissemination and tracking of actions.
Represent the ICB at Statutory Safeguarding Partnerships/Boards, SEND Strategic Boards, multi-agency panels and subgroups.
Oversee case management for complex individuals (Transforming Care, Section 117 aftercare, discharge delays requiring Senior support,) ensuring lawful, person-centred care.
Ensure compliance with intercollegiate safeguarding and SEND competency frameworks, and lead training strategies.
Lead quality improvement and assurance programmes across providers, including use of data, dashboards, and benchmarking.
Responsible for chairing the LEDeR panel, ensuring effective multidisciplinary review, decision-making, and oversight in line with governance requirements
