Building Contracts Manager (Project) – Interim Delivering Building Remediation, Fire Safety Compliance and Capital Projects
Sutton Council is seeking an experienced Building Contracts Manager (Project) to lead complex building remediation and latent defect projects across its property portfolio. This is a key role responsible for managing capital works, ensuring compliance with the Building Safety Act, Fire Safety Act, Building Regulations, and delivering projects safely, on time and within budget.
The successful candidate will provide technical leadership, oversee contractors and consultants, and ensure all remediation works are delivered to the highest quality and compliance standards.

Role Overview:
The Building Contracts Manager (Project) will take responsibility for managing specialist capital and remediation projects relating to:
- Latent defect investigations and remediation
- External wall systems and cladding remediation
- Fire safety compliance and building fabric improvements
The role ensures projects are delivered in accordance with statutory legislation, contractual obligations and council standards while maintaining effective stakeholder engagement throughout the project lifecycle.
Key Responsibilities:
- Lead and manage latent defect and building remediation projects from investigation through to completion
- Deliver complex capital projects, with a focus on external wall defects, cladding remediation and fire safety compliance
- Ensure projects comply with the Building Safety Act, Fire Safety Act and relevant Building Regulations
- Oversee contractors, consultants and internal stakeholders to ensure projects are delivered safely, on time and to the required quality standards
- Monitor contractor performance, project progress, compliance and risk throughout the project lifecycle
- Manage project budgets, programmes and contract administration
- Administer and manage public sector JCT contracts
- Act as the Client Representative under the CDM Regulations
- Use Building Information Modelling (BIM) systems to maintain accurate project records and the Golden Thread of information
- Provide technical advice on building fabric, remediation works and compliance requirements
- Communicate effectively with residents and stakeholders throughout major works programmes and provide project updates
- Attend occasional evening or out-of-hours meetings with residents and stakeholders when required
Essential Requirements:
- Degree, NVQ or equivalent qualification in Building Surveying, Building Engineering, Construction Management or a related discipline, or significant relevant experience
- Chartered membership of RICS, CIOB, or an equivalent professional body, or demonstrable equivalent experience
- Proven experience managing complex building remediation or latent defect projects
- Strong knowledge of external wall systems, cladding and building fabric
- Sound understanding of the Building Safety Act, Fire Safety Act and Building Regulations, including Approved Document B
- Experience managing and administering public sector JCT contracts
- Proven project management and contract administration experience
- Experience acting as the Client under the CDM Regulations
- Strong organisational, communication and stakeholder management skills
- Ability to manage multiple projects while coordinating contractors, consultants and internal teams
- Eligibility to work in the UK
Desirable Requirements:
- Experience delivering large-scale retrofit programmes
- Experience working within the housing or social housing sector
- Familiarity with Building Information Modelling (BIM) and maintaining the Golden Thread of information
