On behalf of Network Rail, we are looking for a Senior Procurement Manager for an initial 6 month contract based hybrid in either London, Birmingham, Milton Keynes or Manchester.
Hybrid employees are expected to attend the office two days per week. Remote working arrangements will also be considered. Please note that monthly travel to Birmingham is required for all candidates.

Role Profile:
To support a portfolio of major infrastructure procurement activities. This role will focus on the end-to-end delivery of procurement projects, including the development of new frameworks, stakeholder engagement, tender management, and contract award activities.
Working within a fast-paced commercial environment, you will play a key role in delivering compliant, value-driven procurement solutions while managing complex stakeholder relationships across the business.
As a Senior Procurement Manager, your main responsibilities will be to:
- Lead end-to-end procurement activities for infrastructure-related projects and frameworks.
- Develop and implement procurement strategies aligned to organisational objectives.
- Manage pre-market engagement activities and supplier engagement initiatives.
- Prepare and manage tender documentation, including tender packs, work packs, pricing schedules and evaluation documentation.
- Facilitate supplier selection processes, tender evaluations, negotiations and contract award recommendations.
- Produce governance papers and procurement reports for review and approval panels.
- Ensure compliance with Public Procurement Regulations, internal governance requirements and procurement best practice.
- Identify opportunities for cost efficiencies, value improvement and commercial optimisation.
- Build strong relationships with internal stakeholders and provide expert procurement advice throughout the procurement lifecycle.
- Support, mentor and guide team members, setting expectations and providing procurement leadership.
- Manage sensitive and confidential procurement activities with professionalism and discretion.
Essential:
- Significant experience managing end-to-end procurement activities within public sector.
- Strong knowledge of public sector procurement regulations, including PCR 2015 and Procurement Act requirements.
- Ability to develop tender strategies, pricing schedules and procurement documentation.
- Excellent stakeholder management skills with the confidence to lead meetings and influence senior stakeholders.
- Proven ability to work collaboratively as part of a team and build effective working relationships.
- Strong analytical and reporting skills, including advanced Excel capabilities.
Desirable:
- Experience within rail, infrastructure, construction, engineering or utilities sectors.
- Knowledge of CCS frameworks.
- Experience working with NEC contracts.
- Experience using Bravo or similar eTendering systems.
