Role Characteristics:
Hinkley Point C is the UK's first new build nuclear power station in a generation that is critical to the UK NetZero targets.
All roles on the project require key behaviours which support the Zero Harm objective, a questioning attitude, and drive to uphold the standards of safety and quality required by this prestigious project. A committed strong work ethic is essential at all levels.
All candidates are expected to demonstrate their knowledge and experience where possible directly related to the criteria required for the role. It is acknowledged that previous Nuclear based experience will not always be possible, as such supporting with project research and how individual skills may be transferable will be important.
There are opportunities to put together strategic people plans within the nuclear sector, work on wider company people projects, deliver an excellent first-class service to employees and ensure the administration and processes that engulf working life are implemented effectively and fairly. The Common Building Services (CBS) Scope is the Small Power & Lighting installation for all buildings on HPC to facilitate the permanent works to be installed by others. Once the CBS is installed, Maintenance and Repair regimes will be developed, implemented and managed. Elements of Mechanical Installation may be required as per the Clients instructions, along with other Scope as per the site's development and needs.
Accountabilities:
As a CBS Operations Manager, you will support the Construction Director, taking accountabilities for all aspects of the Project delivery function. Ensure company policies and processes are followed and that all operations function within Dalkia new Build Nuclear business principles and values.

The CBS Operations Manager will be part of the CBS Senior Delivery Team (SDT), consisting of the Construction Manager (CM), a Senior Project Manager (SPM), Technical Commissioning & Maintenance Manager (TCMM), and an Operations Manager (OM).

The OM will report to the Dalkia Nuclear Construction Director.

The Operations Manager Role will require that 25% of their time is on site and 75% in the Office and at Meetings.

The OM is an experienced role with the overall responsibility of ensuring the CBS Scope is Installed and Constructed as per the Clients and Dalkia's business requirements.

Working with the Dalkia CBS SPM, CM and TCMM, the OM will manage the effective Site Delivery of the CBS Scope, ensuring working to Health and Safety Standards and Procedures, Quality Arrangements, and Schedule & Cost.
Key Deliverables:
General Management:
-
Ensure seamless integration between client & stakeholders on site wide interface & strategies

Mitigate delivery issues by adopting a pro-active approach to risk management, with the ability to articulate detailed topics by using written reports and presentations
-
Provide technical guidance to design and site teams; resolve complex technical challenges during construction.
Standards:
-
Monitor and manage that project operations are undertaken in compliance with all relevant standards and legislation through appropriate formal procedures.

Audit design output, coordination, and technical submissions, ensuring compliance with strategy, approach alignment and standards
-
Identify opportunities for design optimisation, efficiency, and sustainable delivery methods whilst still ensuring Dalkia are compliant with the necessary standards and specifications.

Manage technical reviews, energisation strategies, and documentation to guarantee system compliance, integrity and performance.
Operational Procedures:
-
Prepare and agree with the Procurement lead major material and master material procurement schedules. Identify and check that proposed procurement dates come in line with the appropriate programme dates to ensure that materials and equipment are available on site at the prescribed time.

Monitor project deliverables and direct work sequencing to expedite project delivery in line with our works programme.
- Represent the business at meetings with customers, consultants, sub-contractors and other relevant organisations

Provide detailed work in progress reports for discussion and monitoring by Construction Director. Identify target shortfalls and discuss and carry out appropriate action to resolve any future risks or current issues.

Ensure the works are Inspected and monitored to the required quality of the installed works in conjunction with the Nuclear Safety and Quality function.
Commercial:
-
Monitor individual project commercial performance against targets through regular review of job cost reports and detailed work in progress reports.

Assist in the preparation of the ongoing project account and final account. Ensure accounts are up to date as far as agreement of variations are concerned, monitor on at least a monthly basis to ensure variations are being agreed by others in a timely manner.

Prepare, in conjunction with the Senior Quantity Surveyor, any sub-contract orders and the purchase of major material packages monitor any change orders and approve sub-contract payments.
Personnel:
-
Communicate clearly and directly with other employees associated with the project, monitor performance productivity and quality as appropriate.
Ensure alignment with other members of the SDT to create a highly effective management team for the CBS project.

Health and Safety:
-
Ensure that company standards for health and safety associated with all project activities are maintained as identified in the company health and safety policy.

Monitor all site health and safety inspections either by our in-house H&S Manager or external resource. Ensure that any recommendations following on from a site H&S site visit are implemented.

Take personal responsibility for all project H&S issues ensure that when visiting site all paperwork associated with H&S issues such as toolbox talk registers, site risk assessments, plant checks etc., are being carried out and are up to date.
Minimum Qualifications/ Experience:
-
Educated to Degree level (or equivalent) in Engineering/Construction discipline
-
Able to evidence Relevant industry experience
-
Track record of delivering projects in complex environments, from concept to handover, within a technically complex and dynamic environment, ideally within the Nuclear Energy sector or similar regulated environment.

Have experience of working on heavily unionised sites and working alongside IR managers and Trade union representatives
-
Have experience in working with Qualified equipment products and services including supporting the EQ process

Have experience working alongside the QA team to ensure quality compliance including all records, audits and process
-
Understand nuclear safety culture and have experience working on projects where this forms the basis of the quality and Health & Safety agenda
Additional Qualifications/ Experience:
-
Chartered Engineer with relevant industry accreditation
-
Educated to HNC level (or equivalent) in Mechanical Engineering or Electrical Engineering
-
Able to demonstrate strong skills and experience in Operational Management, financial management, change management and facilitation.
-
Proven successful experience in engaging multi-level stakeholders including contractors, consultants, and advisors.
Working Pattern of Attendance and Location(s):

Minimum 36 hours per week

Hinkley Point C occassional travel required to undertake the requirements of the role.
