We are establishing a dedicated Property Improvement Team and are looking for a Mechanical and Electrical Lead to play a pivotal role in delivering planned electrical and mechanical works across our council housing stock in Carmarthenshire.
This is a senior technical role that bridges responsive maintenance and large-scale planned capital programmes, ensuring the safe, compliant and effective delivery of complex mechanical and electrical works. You will provide technical leadership, manage risk, and support the long-term sustainability and compliance of our housing assets.
The role will require close working with internal teams, contractors, and stakeholders, ensuring works are delivered to the highest standards while protecting tenant safety and wellbeing.
What you’ll do
As a Mechanical and Electrical Lead, you will:
Lead the planning, coordination and delivery of larger-scale and complex planned mechanical and electrical works, ensuring full compliance with statutory requirements, council policies and housing standards.
Undertake detailed technical assessments to determine scope, complexity, risk and resource requirements, prioritising works based on health and safety, tenant wellbeing and alignment with the Welsh Housing Quality Standard (WHQS).
Develop detailed specifications, cost estimates and programmes for mechanical and electrical works, ensuring value for money and alignment with procurement and contractual requirements.
Manage and monitor contractor performance, carrying out inspections at key stages to ensure quality, compliance and effective risk control.
About you
We’re looking for someone who:
Has significant experience delivering and managing mechanical and electrical works within housing, construction or a similar regulated environment.
Demonstrates excellent technical knowledge of mechanical and electrical design, compliance and delivery standards.
Understands health and safety legislation and construction compliance, including CDM Regulations.
Can manage competing priorities, plan work effectively and meet agreed timescales.
Communicates clearly and professionally with colleagues, contractors, tenants and stakeholders.
Is organised, motivated and committed to delivering high‑quality outcomes for residents.
Is keen to learn, develop and contribute to continuous service improvement.
