Do you want to help shape the future of housing in one of the UK’s most distinctive cities? Following Executive approval in April 2026, City of York Council is entering an exciting new phase in delivering our ambitious Housing Delivery Programme and bringing forward high-quality, low-carbon homes across York.
This is a fantastic opportunity to play a key role in delivering our new Housing Delivery Strategy. You will lead a diverse portfolio of residential developments, taking schemes from early concept through to construction, completion and handover. Your work will directly support the delivery of much-needed affordable housing, helping to meet the needs of residents now and into the future.
A central part of this role will involve working in partnership with a new Strategic Delivery Partner (developer) to unlock development opportunities and accelerate delivery. You will also collaborate with a wide range of internal teams, consultants, stakeholders and funding partners to shape schemes, secure investment, manage risk and ensure projects are delivered on time, on budget and to the required standards.
We are looking for a proactive, solutions-focused problem solver with experience in housing development or regeneration within a public sector context. You will bring strong project or programme management skills, commercial awareness, and experience of working with construction contracts, development agreements and/or joint venture partnerships. You will be confident leading complex projects, influencing stakeholders and driving delivery forward in a dynamic environment.
In return, you will have the opportunity to make a lasting difference, helping to tackle York’s housing challenges, deliver much-needed affordable homes and support the growth of sustainable, well-connected communities across York.
This role is suitable as a job share opportunity.
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
Please note, we do not have a sponsorship licence to sponsor individuals for visas to work in the UK, therefore we are unable to offer sponsorship for this role.
The Council is committed to investing in the talent and wellbeing of our staff and can offer a generous annual leave allowance, access to the Local Government Pension Scheme, comprehensive Health & Wellbeing initiatives and a reward package which recognises your contribution. We can offer flexible working practices, community engagement and volunteer activities and, as part of our commitment to you, promote continuous Learning & Development. In addition we also offer a growing range of discounts, rewards and savings.
