HSE Coordinator

We are a turnkey Health, Safety and Environmental solution provider based in Doncaster and offer a range of support from Health, Safety and Environmental Professionals, Training, PPE provision and general support to multiple heavy industrial, energy and construction sectors across the UK.
Overview of the Role
The HSE Coordinator provides hands-on health and safety coordination and administrative support across Shoal's Energy from Waste and industrial construction projects. Working closely with the HSE Advisor and HSE Manager, the role supports delivery of the Project HSE Management Plan, maintains accurate HSE documentation and training records, and acts as a visible, approachable safety presence on site. The role requires extensive travel to client sites and regular nights away from home.
Responsibilities
Outage Delivery Responsibilities (per Shoal Outage Delivery Manual, HSE Coordinator(s))
- Administer Shoal induction and workforce access systems
- Maintain RAMS registers, action trackers and document control systems
- Upload and manage inspection records, permits, audits and incident documentation
- Support contractor onboarding and induction compliance
- Manage SharePoint project documentation
- Maintain training, competency and attendance records
- Track corrective actions and closeout evidence
- Support site inspections and live work observations
- Produce KPI data and reporting metrics
- Prepare meeting minutes, action logs and governance records
- Maintain project records for handover and archiving
- Ensure that the campaign schedule is developed in conjunction with the Site Manager
- Ensure the inspection schedule is developed in conjunction with the Site Manager
- Ensure that daily duties and responsibilities, along with the campaign schedule and inspection schedule, are posted and visible
- Control and manage the presentation of reward and recognition awards, ensuring all material is available
Site Support, Inspections & Compliance
- Support implementation of the Project HSE Management Plan and provide day-to-day HSE coordination across allocated sites
- Act as a visible, approachable point of contact for HSE queries, near misses and observations, and support site inductions, toolbox talks and safety briefings
- Carry out scheduled site inspections (scaffold, mobile access towers, ladders, construction sites, plant) using Shoal's standard proformas
- Support compliance audits against Shoal's scored checklists, recording RAG status and closing out actions, and monitor subcontractor alignment with HSE standards and RAMS
Training, Documentation & Risk Assessment
- Maintain training, competency and risk-assessment registers, tracking expiry dates and flagging renewals or reviews in good time
- Support delivery and coordination of HSE toolbox talks and training campaigns
- Support document control of the HSE procedure library, forms, RAMS and templates, including version control and confidentiality of records
Incident Reporting, Meetings & Emergency Support
- Support incident and near-miss reporting, fact-finding and investigation administration, including RIDDOR-reportable events
- Contribute data, observations and photographic evidence to HSE reports and support preparation of lessons learned reports
- Coordinate HSE committee and toolbox talk meetings, minutes and communications, and maintain emergency contact and fire warden/first aider records
- Maintain and administer HSE systems and records
- Request outstanding HSE information from relevant departments and remind action owners of outstanding requirements
- Raise observed hazards or concerns immediately and escalate to an HSE Advisor, HSE Manager or responsible operational manager
Travel & Nights Away: Core Requirement
- This role requires extensive travel to client sites across the UK, often at short notice.
- Regular nights away from home should be expected, particularly during outage and shutdown campaigns which may run for several consecutive weeks
- Flexibility around working hours is required during live site campaigns, including early starts, night shifts or weekend cover where the project schedule demands it.
Requirements
Essential
- NEBOSH General Certificate in Occupational Health and Safety (or equivalent) (Working towards)
- Confined Space certification (mandatory)
- Manual Handling training (mandatory)
- Working at Height training (mandatory)
- Fire Marshal training (mandatory)
- Willingness and ability to travel extensively across the UK and stay away from home for extended periods
- Full, valid UK driving licence
- Good IT skills, including proficiency in Microsoft Office packages (Word, Excel, PowerPoint, Outlook) and confidence completing digital forms and reports on-site
- Strong attention to detail and accuracy in record-keeping and reporting
- Good communication and interpersonal skills
- Reliable, well organised and able to manage a varied workload with competing deadlines
- A collaborative, approachable manner that builds trust with site teams
- Self-motivated and able to work independently while on remote sites
- High level of integrity and commitment to safety excellence
Desirable
- Experience in a health and safety support, coordination or administrative role
- Experience working on construction, industrial, utilities or outage/shutdown sites
- Membership of IOSH (working towards TechIOSH)
