Moving On Durham is looking for an experienced and capable manager to lead the corporate infrastructure behind our services for young people.
We provide supported accommodation and support to young people aged 16–25 across County Durham, including Ofsted-regulated provision for 16–17-year-olds.
As we grow and become more complex, we need someone who can make sure the organisation behind our frontline services is equally strong.
The role
Reporting directly to the Chief Executive and joining our Management Team, the Head of Resources & Corporate Services will lead our Finance and Business Support functions and take responsibility for key organisational systems and controls.
This is not primarily an administrative role. We are looking for someone who can manage people, establish clear accountability, improve systems, challenge constructively and make sure important things actually get done.
Your responsibilities will include:
- line management of our Finance Manager and Business Support Officers;
- management oversight of Finance, including budgets, management information, cashflow, financial controls and reporting;
- organisational oversight of HR, recruitment and workforce processes;
- safer recruitment, training and workforce compliance;
- leading and maintaining our ISO 9001 Quality Management System;
- corporate oversight of Health & Safety arrangements;
- organisational systems, document control, information management and business continuity;
- governance, risk, audit and assurance support;
- management of grants and funding agreements once secured, including monitoring commitments and coordinating funder reporting.
You won't need to be an accountant. We have experienced Finance staff to undertake the technical work. You will, however, need to be financially confident enough to manage the function, understand the information and ask the right questions.
Similarly, you won't be expected to personally undertake all HR, compliance or administrative activity. You will have a Business Support team to deliver much of this work.
Your job is to make sure the systems work, responsibilities are clear, people are supported and held accountable, and the organisation can demonstrate that it is in control.
About you
We're interested in candidates who can demonstrate strong management capability rather than people who happen to have followed one particular career path.
You will need:
- significant experience of managing people and competing priorities;
- confidence in setting expectations, delegating and holding people accountable;
- practical experience of HR and workforce management;
- strong financial and commercial literacy;
- experience of organisational systems, compliance, quality, audit or assurance;
- the ability to improve processes without creating unnecessary bureaucracy;
- strong organisational skills and attention to follow-through;
- confidence working directly with senior managers;
- sound judgement and the ability to deal with difficult issues constructively.
Experience of ISO 9001, Health & Safety, charity/housing/social care, governance, grant management or another regulated environment would be particularly useful.
You do not need to be an expert in all of these areas. What matters is that you can lead a broad corporate function, use specialist expertise appropriately and create clarity and control across the organisation.

Hours and flexibility
The role is available between 30 and 37 hours per week.
We are open to flexible working arrangements and particularly interested in working patterns that provide reasonable availability across the working week.
Salary: £43,000 full-time equivalent, pro rata for part-time working.
